Election postal vote Envelope B

I delivered a postal vote envelope today and within seconds of it hitting the floor the guy was out at me raging!!!! I said to him have I put it through the wrong letter box (Me Never lol) and he says "Aye" its meant to be going to the council ? He gives me it back,I look at it, there are 2 cellophane windows on it, the big one like what is on a bank statement with the guys address on it (hence why I had delivered it to him)and another smaller window in the top left hand corner with the council address on it,the envelope also has a large B printed on the right hand side.
He assured me he had read the instructions and this is how it was to be sent back!!!!
Either he has done it wrong,orI think there are going to be a lot of problems with these envelopes?

Nah,he's done it wrong. There's one bit of paper, that has the council address (half) and his address on (other half).He was supposed to tare down the perferated line,and use the council address to send his vote back.

Aye I was on colection tonight and there were a few of the envelopes with the correct addresses on them, thought he had done it wrong I'll knock at his door tomorrow to gladly tell him he did it wrong,Im sure I'll get an apology
