Haven't had any unaddressed shite yet, so can't say for certain, but I would imagine that they would be treated as standard D2Ds.

3. There will be no candidate mail for the AV referendum. It is likely we will make a Door To Door delivery of an information leaflet during week commencing 4 April. We might also have normal letters posted by the ‘yes’ and ‘no’ campaigns. These normal letters and the Door To Door mail don’t attract unit payment.

So looking at that there isnt going to be any election leaflets to england councils, so no extra payment.
