does any one know what happens when a mail center does not get enough applicants for it evr quota ? should it get rolled out to d/o any help please

If the surplus staff in the MC were prepared to work in delivery. then any surplus staff this created in the DO could be offered VR. It is called bumping I think.

but if they dont want to work in a d/o what happens could they not give it to the d/o and then make the staff move ?
