MTSF INQUIRY
CAN A REP WITH SOME KNOWLEDGE HELP ME.
WERE HAVING A REVISION AT OUR OFFICE AND ARE USING THE MTFS AGREEMENT. AS FAR AS PICKING DUTIES IS CONCERNED WERE OK WITH THE PROCESS ,BUT ARE HAVING TROUBLE WITH A FEW POINTS THEY ARE AS FOLLOWS
1. WHAT HAPPENS TO THE RESERVES WHERE DO THEY FIT IN AND HOW DO THEY PICK.
2. VR HAS BEEN OFFERED ,A PREFFERENCE EXCERSISE HAS BEEN DONE AND THE NUMBERS NEEDED ARE READY TO GO. THE NEW DUTIES HAVENT BEEN DRAWN UP YET
BUT THE NUMBER OF VRS HAS BEEN AGREED WITH RM . IS THIS THE RIGHT WAY TO DO THIS UNDER MTSF OR SHOULD ANYONE WHO IS DISPLACED OR DOESNT
LIKE THE NEW DUTIES BE OFFERED VR FIRST AS IT HAS BEEN DONE IN SENIORITY ORDER AT THE MOMENT.

1, i would say the reserves pick in the re-pick.
2, the vr should go under the roof on senority not to some one who may not like what they get in the re-pick.

Reserves should get to pick in the same way as everyone else. In other words unless its a skill job or one that is affected by other MTSF rules then whatever their current duty is should be ignored. Only the date of seniority has any bearing in a repick, not the duty they are currently occupying.

MTSF, not popular by half...
1. Reserves? We are told that if your job has not changed than it doesn't need to go into repick. Can i withdraw my reserve drivers job? Unchanged.
2. How far back in history do they go to work out the MTSF seniority list, it seems no one can give an answer?
3. Our repick is being done with the offer of VR's first ? This being taken up by some 26 people, the agreed figure believed to be somewhere around 15 now,then our union guy has sat down and then worked out a table top revision around the people hopefully taking VR? This seems to be incorrect, we should fight for every job, not give them away. Can anyone see my reasoning?
4. The MTSF clearly states that Royal Mail should come to the table with all relevant information.i.e job proposals, vr's and displacement plans, we are doing it very hit and miss. We are being told that all should get a job? What about future revisions, fight fight fight, i didn't join a union to rollover.
Would an outside union rep for the CWU be willing to oversee our situation ? A few members of staff, me included feel we are being bamboozled..........

We are being told that 70% of present jobs are not changing, therefore can be withdrawn from repick, so why do i have to include my reserve driving position???
I have 25 years in the job and chose to be a reserve driver to pick jobs around my family, if i were on a regular duty and it didn't change i would be able to withdraw it.
Am i being penalised for being a reserve????

Do the start and finish times of the duties change? If they do then they should go into the repick. Dont just look at the duty content.

1. You cannot withdraw your duty if unchanged, this was a Way Forward rule, MTSF supersedes this.
2.No such thing as a common seniority list, each shift has its own repick list, i.e nights-earlies-lates-weekends-reserves.Worked out by the allowances recieved.
If one shift is unaffected than that shift does not enter repick.i.e. reserves cover all jobs, than reserves are not entered into resign.
3. VR's are offered after duty proposals, i.e. 30 jobs reduced to 25 on one shift, the 5 people without jobs are offered VR, if they choose not to take it , it is then offered in seniority within the shift.
For those of you out there that choose to believe that the MTSF agreement is a bad thing, please reconsider, no other industry has an agreement in place that so carefully takes care of earnings and gaurantee of hours.

Not sure about this. I would ring HQ and speak to someone else for a 2nd opinion.
Seems to me you've been told that reserves are not allowed in repick, that cant be right.
Senior people will only be offered VR if the less senior people who cant get a duty will be offered the VR first. I know that is total bullsh@t.
Perhaps you spoke to Billy's cleaner or big Daves butler.

A copy of the MTSF agreement is available on a CWU website Leicester branch i think, worth a read, the points i have made are valid.
You can't withdraw a duty but if a shift is untouched by changes that shift does not enter resign.

When a surplus situation is anticipated, a preference exercise is conducted to identify volunteers for VR before the exact number of surplus duties are agreed. These volunteers can be people whose duties are not surplus and if they volunteer to take the place of a duty holder whose duty is surplus, they will take VR in their place. This is called 'bumping'.
If there are more volunteers for VR than there are surplus duties, volunteers will be picked in order of seniority.

Wonder if I can join in on this one.
We are just about to enter resign on MTSF a few of us have tried to read and understand it. We also have asked around gathering bits of info. So far we understand that
1, under the transformation 2010 mtsf ammendments. VR's are all done on seniority.
2, all shifts are separated and pick amoungst themselves.
3, anyone who cannot pick a job on Their current shift will be classed as displaced and will be offered pay protection aslong as they pick the next highest available shift and will pick above existing people on that shift.
4, I think that as said on previous post above that you can't pull your job if it has not changed if it is classed as a major change. Ie: it's the whole of distribution not just one shift.
Ok now here's the bit we don't quite understand :-/
If all people on all shifts have been on those shifts say since 2006. They all would be entitled to full 3 yrs pay protection. All the new jobs on that shift will attract the same shift payments. Now does that shift then pick in seniority order and those at bottom who cannot pick get full pay protection on next shift down?
Or what if there are same number of jobs for people on a particular shift. Does that still mean mtsf rules apply across the board as no one will then be displaced so mtsf would need not apply?
Or once MTSF introduced All shifts kept separate and each shift will pick on those who have been in reciept of the allowances longest, regardless if that shift has lost no jobs?
And as for reserves we are told at our office as there are no fixed shift reserves the allowances will be worked out as an average and they pick lIke that. But if reserves are classed as separate like other shifts and are not reduced in number do they really need to have a resign only to pick reserve again?
