We have just had a revision of the revision and I have been given a completely new walk. Never prepped it before never delivered it before. Have been struggling all week to get out on time. Have been getting out an hour later than I should.
Today was the first day that I couldn't complete the walk. Told DOM Assist that there would be a strong possibility that I would not complete, "that's fine, just do your best" I was told.
Phoned the office an hour before my finish time and told them there's "not a cat in hells chance I would complete". I was then told that "If I have taken the mail out, then not delivering it would be willfull delay"
So,I brought back the mail I couldnt deliver and was told it would be put down as willfull delay.
I thought as long as the manager was aware you werent going to complete they couldn't class it as wilfull delay.
Am I being bullied?

On completion of your prep if you do not think you will complete your duty in the allocated hours - inform your manager.
Your manager will then inform you of what they want you to do. You might agree what part of the walk you will not complete and leave it in, or they may ask you to take it all out and either meet you at the end of the walk or ask you to phone and tell them what is left and where.
But make sure you have a witness.
The societies of consumption and squandering of material resources are incompatible with the idea of economic growth and a clean planet.
Never take the mail out with you if you aren't going to complete. Managers are devious, they know if they can get the mail out then they can make your life a misery if/when you want to bring it back. Classic tactics include; not answering the phone, threatening you with wilful delay, and downright refusing to listen to reason. Obviously they can make the reasonable request that you take all of the mail out with you. However, you should be mardy and refuse on the grounds that you have no means of returning it due to the weight and volume. If they offer to collect then it's just another tactic as far as I'm concerned.
If your current walk is consistently going over its time then your workload needs adjustig !. if you are going to finish your walk before delivering all the mail tell the manager in the morning he must then stream your mail to allow you to finish on time.
In future leave some mail at the DO after informing the manager. Technically your manager could have you by the balls as your not really supposed to bring mail back.... But saying that there does seem to be a lot of DOs where this is acceptable. But better to be safe then sorry!

Take your walk log in with you.
It says in it "if you return mail to the office you must inform your manager failure to do so may be considerd wilfull delay.
You clearly did inform your manager, this is not willfull delay.
You could always ask him to call the police as willfull delay is a criminal offence.
failing that you could put in a harassment form objecting to your manager accusing you of commiting a crime by not working overtime.

Evidence for that George?
I know thats what managers say....but they would wouldn't they.
The only documentation that i have seen that comes close to that is related to the SDD agreement, their is an agreement for managing O/T and cutting off which says in it that "there is a clear expectation that all mail taken out will be deliverd."
As far as i'm now concerned the can expect all they want.

I don't have a walk log . As this is a revision of the revision that they have again rushed in, non of the walks currently have "new" walk logs.
There is no case to answer on wilful delay as it does not apply in any way to not being able to complete your delivery.
The charge for failing to complete by ignoring rules or guidelines would be UNEXCUSED DELAY TO MAIL.
In this case the OP followed the rules to the letter,it was his manager who failed to follow the guidelines on MAIL INTEGRITY by
a)Failing to advise the employee what particular action should be taken.
b)Failing to record his reason to refuse help.
c)Failure to instruct him to ring his local manager prior to a specified time or as soon as possible if full completion of delivery workload within the time allotted proves not to be possible.
If anybody was going to be in the dock over this it would be his manager.

As long as you have a half-decent rep...you'll be fine.
If you don't have a half-decent rep....get your area rep on the phone BEFORE you go anywhere with management.
He/she should suspend any relevant conduct meeting until they can attend.

No only after you complete the prep on the delivery next day!

But not if it is simply his word against hers.
b) When an individual has requested assistance on delivery, but the manager feels that assistance is not required, this decision along with the advice given to the employee will be recorded and associated with the daily traffic volume records. The employee can have access to this record and may ask to see it prior to commencement of his/her delivery. In addition to recording the employee’s request, the employee will be instructed to ring his/her local manager prior to a specified time or as soon as possible if full completion of delivery workload within the time allotted proves not to be possible.
Are you saying the manager may forge this record....?
Edit...and sorry whippet..i don't know why i assumed you were a guy,it's not like me...must be a whippet thing.
The manager didn't say assistance wasn't required.
The manager said - do your best.
The manager doesn't have to forge any record. A record of a conversation that didn't take place?
Hence.....always have a witness to your manager's instruction.
