Sounds like you have it easy if your getting done for 12:00 and booking overtime.

If there is a chance of you getting a full time contract i would do as he asks but make sure you book atleast 2 hours ot everyday.

If you are on a 30-hour contract, surely your contract hours should be 8000-1400 (although I appreciate some depots have these "short/longs" local agreements)?
So starting at 0600, is it not your lino's discretion as to what you are asked to do during those daily 2 hours of o/t, within reason? Could be IPS, packets sorting, double-prepping etc. This applies to your contract hours as well, your lino could ask you to do stuff indoors until five minutes before your contract finish time, you then might need to say you cannot complete your delivery round in those last five minutes!
If you are getting back at ~1200, what do you do for those two hours afterwards? Surely your lino is not paying you for 8 hours daily for ~6 hours work?
So if you stop coming in at 0600 but come in at 0715 to "prep and go," is your lino authorising 45 minute o/t daily, or saying your contract hours will then be 0715-1315?

Sounds like a good deal to me PM.

If you're PT you only get paid for the hours you work so I'm no sure why you think your doing the same as a FT guy but only getting 35 hrs for it? Admitedly your doing the same "Kind" of work i.e. IPS.
The only way FTers "make" on the deal is if they finish early they get paid the 8 hours, whereas you'll only get paid for the hours you book. The DIM is meant to "Utilise all available hours within the office", basically send people back out with some more mail or packets, but I very rarely see that.

Our Office is in the same fix with FT vacancies. every time a FT guy leaves they replace him with a PT guy. RM was bricking it that they'd have to get rid of loads of FT Posties and the Redundancy payments would be horrendous!
That was about 3 years ago and we've had loads of FTers leave, we've also been told wait until the Revisions in and we've also been put off time and time again so you're not on your own PM.

Personally I'd come in early do the IPS, it's handy for getting to know which duties are which, and just book the extra hours.
