The Old(?) B.T.T.

I wondered if anyone could help with the following, recently a duty needed covering on overtime, its start time is 14:15.
Well a few people came forward who actually worked the early shift until 13:30 saying they were prepared to cover it.
I was of the opinion that such people could book overtime under the cause of B.T.T.
(Between Two Times) to cover the period 13:30-14:15 as any period less than an hour between two different periods of duty effectively meant that the time was not your own(although you could be made to do some IPS ectera) .
The previous DUM was signing O/T sheets to this effect barely a year ago,so presumably that was his reading of the situation also.
The new DUM pleads ignorance(now that i can believe!) says he has never heard of it and refuses to pay the time.
Anyone clued up on this?

btt or 'book through time' if the duty times are as stated then under the old regime you could use btt but i've not done o/t for very many years so don't know if it still exists
