Reasons why Revisons are failing
Both walk sequencing revisons and in particular delivery method revisons have not worked in the vast majority of cases. I think this is recognised by very senior Royal Mail managers and by CWU HQs.
The strange thing is the majority of those revisons which have collasped have been introduced with the agreement of both the members and local CWU. Yet they still dont work and that most have had to have mini revisons to put things right. Royal Mail have admitted that the savings are not being realised either as fast as they wanted or have produced the level of savings they thought they would. In fact they believe that their plan which they thought would take 3 years will now take 5 years to introduce.
So what are the reasons for the revisons failing. My thoughts are listed below but would like to understand yours.
1. Model traffic week set to low
2 Cannot do 100 BSI outdoor or indoor
3. Park and loop to big a change and not planned right
4. Walk sequencing not achieving the right percentage of work to the delivery office
5. Mail centres are not clearing to workplan and providing the work quickly enough to the MPU
6. Not all Mail Centres doing one inward pass so the work arrives later to the MPU.
7. Too Many packets and increases in tracked items .
8. Geo route set at 100 BSI outdoors is unachievable
9 Managers , reps do not have enough of an understanding of the tools which revisons are based on .
10. Too many revisons have been planned based on someone currently sorting at say 70 EP and then expecting them to sort at 100 EP on the Monday.

Revisions are great big educated guesses so voting in favour of the revision is neither here nor there. Staff have been willing to give it a go as the review period acts as a sort of safety net.

The question isn't where it went wrong dingo...you've covered almost all of the bases with your top ten.
The questions are where do we go from here and where do Royal Mail want to go?...and is it the same place?
If it's a compromised,watered down,savings based,benefits later kind of place...i'm not coming along for the ride.

also add
1) RM managers to concerned with there budget
2) Traffice figures incorrect from mail centre
3) useless planners
4) Things not being added into the revision e.g large packets, welfare breaks, specials which need to be done by 1pm.
5) People circumstances not being taken into account, regardless of age , sex, ability.
6)members not wanting it to work
7)bt2010 agreement, caused members not to care about the job or the cwu.

1. The people who have agreed to these ridiculous ways of working are out of touch with reality.
2. A computer package does not reflect reality.
3. There are too many variables that can affect the working day.
4. Bullying one of the major concerns during the strikes continues.
5. The local Reps are not trained to deal with the change.
6. The staff are given false information while Reps are on leave or day off this is when things are agreed.
7. DSM'S are in their own worlds detached from the agreement.

I had no letters or flats today for one of the blocks of flats on my delivery, but I still had to go to the very top with two packets. So despite no mail it didnt translate into any time saving on delivery. Do RML grasp this?

Let's put this failure into perspective.
I speak from experience as one of the first D.O.'s to have a full integrated WS/DM revision.
In the plus column.
We have a 39hr week...
We have trolleys to take the weight of the shoulder....
We have 11 part-time members made up to full-time.....
We have 3 new entrants.....
We have been paid £800 of the LS payments.....
All of our staff including part-timers are on a higher hourly rate flowing through to O/T.....
The use of PCOD has ceased........
In the minus column.
Instead of making savings it is costing RM a small fortune....
My DOM is ageing by the day..........
The members now have to work their hours...no more...no less.....
So....from the unions point of view dingo...success or failure?

fishtank, that sounds like success for the short term
, but RM will not keep pumping money so your office does not fail, what then?? the biggest thing is that all the members stick together and do the job properly.

A lot of credit must go to you and your members for making such a success from a difficult situation
In my opinion it looks as though you have taken every positive from the BT2010 agreement and made it work for you.
A lot of credit must also go to the CWU team that negotiated that agreement. Without that framework you would have achieved nothing.

If they withdraw the financial support the deliveries fail...it's that simple.

There is a failure to recognise that a certain level of expenditure is necessary to run RML, look at the article about PF in the courier whereby PF won back a contract based on quality rather than cost. To get the mail from A to Z with the level of service expected by customers, parliament and the shareholder it costs more money they would like it to.
Two simple choices
1) Reduce the level of service which could well mean altering the USO and not for the better.
2) Acceptance of the true cost of running RML with a USO and the current and future regulatory system.

Everyone with half a brain or a tad of inside Knowledge knew it was an absolute disaster in the making(apart from management bonus addicts ). Question is ,can you make the s**t stick to the guilty party?

FINALLY, SENIOR MANAGERS NOW REALIZE THAT DELIVERY STAFF ARE HUMAN AND NOT MACHINES,,, DELIVERY STAFF CANNOT ACHIEVE IMPOSSIBLE WORK LOADS......... YOU SENIOR MANAGERS,,,,, YOU SERIOUSLY NEED TO TRY THESE IMPOSSIBLE REVISIONS WORK LOADS,,, DELIVERY UNDER THIS SYSTEM IS NOT POSSIBLE........
