Dangerous Dog - GUIDANCE NEEDED PLEASE !!!

I have a German Shepard in an address on my round which goes mental when he hears my van or sees me deliver mail in the street, the only thing between the dog and postman is a farm gate which is about 4ft high and has gaps inbetween the rungs which he could easily squeeze through or even jump over easily.
The owner already has a beware of dangerous dog card in frame following a postman been bitten in street and in adjacent gardens by sheepdogs about 5yrs ago. Police was called and dog warden, previous manager issued postman peppermint spray and in the same week as being bitten the silly people watched the dog cross the road to bite the postman again but this time postie sprayed it with the mint spray. When the postman arrived back to the office the dog owner had called the Police wanting them to arrest the postman for spraying dog with CS gas !!!
He was given a post box by RM to fix by main road which he has lost the key for and broken the lock leaving it open to all weathers. (messy house).
He also has erected a 'Danger our dogs bite' sign by entrance, which then accepts responsibility !!!
Postman told manager about feeling uncomfortable delivering mail in and around his property when dog is going absolutely mental and trying his best to attack the postman. The gate is not fixed and is only free standing and leaning on wall both sides.
A letter was then sent, he immediatelty phoned the office to complain to the acting PHG saying that he gets his mail late and postman has 1.30hr break at local post office ?? (the woman in the post office cannot wait to see the lying twat)
The guy is a total twat to be honest and blames everyone else for all his wrong doings.
Advice needed please ?

dont deliver if you feel in anyway threatened, endorse the mail and give it to your DOM.

i would certainly not deliver there or anywhere within sight/earshot of the dog if it can get out and i would tell my dom my safety would be compromised if i did, the neighbours will soon 'get a posse' up if their mail delivery gets stopped!

Today the customer confronted the postman and said 'Have you got no balls to say it to my face ?' & 'You did this before' (when his other dog bitten postie) the postman just walked away and said 'anymore nonsense like that i'm phoning the police'.
The manager did go out to visit the property and found nobody present.
Why does this customer think he's in the right and blaming the postman for acting on a dangerous dog which has bitten a child in the street !!
Surely the postman can cease delivery to this address when he's being harrassed and accused by the owner and not forgetting the dangerous dog.
Help needed ??

Iam quite shocked by this whole story! How can a customer behave like this and get away with it? I think the postman in question had been more than fair with there responses. I dont think i would have put up with that much sh**. If i even see a loose dog, no matter how friendly looking they are, i send the mail back to the DO. I dont get paid enough to be taking any risks with dogs!

Update on this on going issue
Thurs - manager did not go to the property as intended ??
Fri - manager went to property nobody there, he said ?? (funny, why was postman confronted by owner when he arrived shortly afterwards ?)
Postman phoned manager asked him where are you ? at home starting a/l, he said. DOM would update assistant manager on saturday.
Sat - No phone call to assistant manager from DOM ??

Since Thursday the dog owner is constantly phoning our office and harrassing acting PHG plus postman with allegations about postman and completely clouding over the real reason behind the DANGEROUS DOG !!!
Why are RM giving this village idiot a platform ??

He has never taken the blame or apologise to the postman on these incidents.

Dog bite at next door's premises - ERICA report completed.
Accused PMN of using CS gas spray when issued Mint Dog Spray by RM.
When receiving standard letter regarding dangerous dog he blames PMN.

In his eyes the Postman's to blame !!!

PMN needs help & giudance off H&S Area Rep or DSM please ?

Get in touch with the area H&S rep and Legal dept and bang in a claim , get photos of injury to. See how he blames the postie when he has to cough up £500 - £1000 in a compo claim.
