Duty holder wants to switch duties

Ok, one of the guys asked me this today. I think I already know the answer, but would like to hear what you all think.

Say this guy John Smith signed for Duty 1 a couple of years ago. Now the manager wants to take a couple of streets off of Duty 2 and add them to Duty 1 (first I've heard of it as the rep, btw). John Smith then asks me if he can swap over to the newly shortened Duty 2.

I don't know the reasons for the change in duties, as we still haven't gotten around to our half-planned revision. I imagine this is the manager planning it without me, which isn't good.

Got any info I can take back to this boy tomorrow?

I would have thought if duty 2 is vacant then its advertised for all to apply for. If mr smith is the most senior, he gets it. If not then tough. You cant just go and choose another delivery as thats favouritism i would guess if you get it.

I would agree with celerycelery but would add if duty 2 is not vacant and the holder does not want to move then Mr Smith is screwed, as seniority only applies when duties are vacant or advertised.

Thanks, that's what I figured. I believe both Duty 1 and Duty 2 are signed for, but the question I was asked was very non-specific, I know that the postie has signed for the real 'Duty 1', but I don't know which the real 'Duty 2' is or if it is signed for.

So, for Monsieur Smith to have Duty 2 it must be vacant and advertised, or Mr Duty 2 must want to move.

Are the changes to duty 1 part of a revision?
From a rep's point of view it would be better to put a hold on any changes outside the revision process.
If they are part of a revision then no-one should be moving anywhere until it's completed and a decision is made whether a full repick is warranted.

Our revision is going nowhere ATM. The way the question was put to me implied that this change would be coming in before the revision. If it's the two duties I think it is though, it would only balance the two of them out, neither would be easier. I'm all for making duties fairer.

I just want to hear it stright from the manager, too many people making secret deals with the DOM in my office just now. :(

My understanding is that if the two duties are not vacant and both parties agree, they can swap.
BUT, they retain the duty they originally signed for, so if one of them leaves, retires etc, the deal is off and the duty the leaver/retiree originally signed for is the one that's advertised - the swapper goes back to the duty he originally picked.
