I believe that is one option Seniority followed by juniority but it does beg the question - What about those in the middle of the Seniority table - they get it shafted both ways.

I think the best way and the way we do it here is everyone picks their preferred weeks en masse with a cut off date for when you should complete your form. Then if there are too many people and no enough slots people move if their willing. If there are then still more requests than slots because people wont change then its names in a hat time.

We have had this for years and it works,so far usually only 1 or 2 weeks in summer are oversubscribed and people change dates without any problems.

In our office we are place into groups of seven with 5 duty holders a rest day cover and a reserve.
This is your own annual leave group and you can either sort it out amicably or pick names from a hat and them move up the list each year.
It works fine.
Offices should not be using seniority at all to pick annual leave....i know some do...but that is the official line.
good times, bad times you know I've had my share

The ones in the middle would be best off

Here's an idea, You rank your prefered weeks in order. So all picked weeks ranked as first choice get allocated throughout, then weeks 2, 3, 4 etc so it evens things up between seniorority and juniorority. Any weeks oversubscribed in the process go in favour with the employees with the least sick days in the past year. It will never get voted in at our place or any other for that matter as the seniorority rule suits well over 50% of the staff.
