Having to use annual leave

My week started with monday & tuesday as my day off, should have started back on wednesday but received a text from a manager to inform me that there is no mail today due to snow and he will put a days leave in for me (fair enough!). Got in touch with him thursday morning and told same as yesterday no mail being delivered today again (ok I thought but using 2 days leave), this is where it gets interesting due to this park & loop farce and the duties now being too long for my contracted hours (its a long story!) i have been having the driver collect me from home as the duties are in the same village where i live and do 4.5 hours delivery with my break, so on friday i thought that we would be working again so i tried phoning the office 1st thing either no answer or engaged so tried contacting the managers whose numbers i have got phones turned off sent texts no reply so i get ready for work and wait and wait still no answer to calls until 11:10 when manager phones me, "sorry didnt get back to you sooner but its the same as before". Saturday same as friday couldnt get in touch with anybody finally got to speak to somebody told that people were either working indoors or just taking out specials and packets no post going out were i live (not had any post since monday) only option given was to take annual leave again or work extra hours next week.
Sorry for babbling but had enough of this job now, never seemed to have these problems before this year embarrased when i have seen customers on the streets out and about when i could with a little commen sense been delivering important mail but any decision has been taken ou of my hands.

You should have just made your way into work, then when they send you home you'll get the full days pay and 'banking' of hours is bull.

Thats utterly disgraceful! I'd refuse. Can you take it up with your rep? Is there official RM policy on this?

Yes i get the feeling i am being had over but until the union comes out and clarify there position we are being hung out to dry ( no pun intended if you have been out in the snow). Will get in touch with my rep but dont hold out much hope as i had a similar problem in january and kept chasing him up about it but never got it resolved.
Wouldnt it be an idea for rm & cwu to have a contingency plan for this kind of situation as the days where we just seemed to get on with it with a bit of common sense and understanding are long gone and what a god send of an excuse for our office to use the weather as the reason for mail not being delivered instead of the unworkable revision or am i just being cynical
