just been informed by my delivery manager, that we are performing at an EP rate of 117, can anyone beat this!!!!

I think our office is usually about 102.75(that's just a guess though) and 220 on a Saturday!

An unusually high EP often means that guys are starting early,skipping their meal relief and using private cars on delivery...think about it.
It basically means that an office can get by on less hours than it genuinely needs because guys are working for free.
It will bite you on the ass when you get your revision.

It is their God-given right to have a duty assessed at 4hr .... so they can do it in 3...... and claim 1hr docket.......
And it is the union's job to protect this.

EP is a 'Royal Mail' performance measure standing for Effective Performance.
BSI (known as the 0-100 rating scale) is the British Standard Institute measure for work rate and is the one used in Royal Mail.

Assuming a worker worked at 75BSI and took his RA (Relaxation Allowance typically around 12-15%) and any Contingency Allowance for the task he would produce an EP of 75.

75BSI in outside industry is known as 'dayrate' which is the term used for a qualified worker who is well motivated.
100BSI is normally only achieved by a qualified worker who is on some form of incentive, financial or non-financial. (Piecework, Bonus, Job and Finish).

What is curious is that most mail centre staff are targetted with 85BSI for mech tasks and 75BSI for manual. Deliveries however have adopted a target of 100BSI which indicates that they are expected to work harder than their mail centre colleagues. Most driving jobs such as collections are difficult to measure due to the outside factors such as traffic that come into play.

The EP for a unit is a combined performance measure of all the workload produced (traffic x planning values) divided by the staff hours used. Most planning values have been established using time study by trained Industrial Engineers from within the business or contractors from outside. Unless a statistically sound number of time studies are taken (typically to achieve accuracy of +/- 5% with 95% confidence) then inaccurate PVs will produce workload that is not representative of the tasks undertaken and inaccurate staffing levels after revision activity has taken place. Model week, peak day, average day traffic calculations also need to be taken into account when aligning staff to workload.

One way of ratifying PVs for a unit is to undertake a Rated Activity Sampling exercise where snapshots of operators and their observed workrates are taken by trained Industrial Engineers. Sufficient observations need to be taken to achieve the required accuracy level and when complete the average observed rating should mirror the EP for the unit. If it does not, then there is something wrong with either the traffic measurement, staff hours recorded or the planning values themselves.

To be honest I only really concentrate on RM's PPM (Piss Poor Management) figures. RM has to be congratulated on their current targets because at the time of posting this reply the figure was running at close to 99.9 %
