New Royal Mail chief executive Moya Greene focussed on the need for urgent regulatory change when she gave a presentation
to our postal executive committee (PEC) in September...Ms Greene, who succeeded Adam Crozier in the post over the summer, began by explaining that her first move had been to seek a rise in stamp prices to prevent a serious cash crisis at the company.

"We’re like a homeowner maxed out on credit cards with a hole in the roof that needs to be fixed right away or the house will be permanently damaged," she warned, adding: "I need a price increase to avoid a cash crisis and I’ve had negotiations with Postcomm already."

The price increase is expected to raise some £120 million in new revenue and, as well as helping to ward off the immediate
financial squeeze, it will also be put to good use accelerating modernisation of our operations and developing new products and services.
But, Ms Greene insisted, the root cause of Royal Mail’s difficulties can only be addressed by a radical overhaul of the current regulatory regime, a system which she described as "a disaster for this company.

"The regulatory regime has taken contracts and business away from this company and handed over 40 per cent of our most profitable business to our two main competitors," she explained, pointing out: "We’re subsidising them by some £120 million per year."
Ms Greene - who, unlike previous incoming Royal Mail chiefs, has extensive experience of both public service and mail services - told the executive that she had been surprised by the rules and regulations under which the company has to operate and that such a regime does not apply in any other nation.
"It was my first conversation when I arrived," she recalled, revealing that Richard Hooper had described her as "radical" after hearing her no-holds-barred criticism of the regulatory straitjacket.
"So I asked Mr Hooper to name one other place in the world that regulates its postal industry in the same way," she Ms Greene warns of
a potential cash flow crisis at Royal Mailadding that the man charged with plotting the way ahead for our sector had been unable to meet her challenge.
"There isn’t one that regulates so unfairly to the universal provider," Ms Greene informed us, explaining further that "every postal business in the world is facing decline, but no postal business in the world has had that injury insulted by having business taken away.
"I think it’s terrible and I’ve told Postal Affairs Minister Ed Davey: ‘If you don’t fix the regulatory regime, nothing else will matter’."


Moya Greene The new Royal Mail boss pledged to honour existing agreements, praised the CWU for signing up to the Business Transformation: 2010 and Beyond agreement, which proves that the union is fully committed to building a positive future for the industry and said that she looked forward to working together.
"We have to do everything we can to save the business. We have to modernise and get costs down as fast as we can. We need to compete for every single piece of business - and we want to do it well," she concluded.

Stating the obvious , but how long have the CWU realised the significance of DSA and its implications .Longer than September I trust but have they /had they a strategy to deal with this .I personally wish we had boycotted the stuff years ago.Let them deliver it themselves , the bulk mailers would soon be back.Although I wouldnt be advocating this of course .
