Can a customer refuse to pay the charge after they have seen and identified the letter/item as crap? What is the official line on this?

As long as they haven't opened it. (But you shouldn't have given it to them without the money)
But if the scenario is - they turn up at the callers window, you show them the letter, they see it is not important and don't want it - they don't have to pay.
It is as if they never turned up for it.
The societies of consumption and squandering of material resources are incompatible with the idea of economic growth and a clean planet.

I like to give the customer the opportunity to see the item first to see whether they want it, 9 times out of 10 they grudgingly take it any way, just appears I'm on there side so to speak

Yes - why not

The addressee is not at fault for the incorrect or lack of postage and they are within their rights to refuse delivery. It would be obscene to charge them if they are going to refuse and return it.

I agree, but I'm sure there's a few miserable phgs out there who would insist on payment before the item is even seen.

I was always told to let them see it but stress that they cannot open it without payment as it's technically not their mail yet.
Does this rag smell of chloroform to you?

Doesn't matter what colour they are, they don't take any notice of em... "Why have you left this card, I was in" etc

It amazes me how few of the public do not realise they are perfectly within their rights to not sign for a recorded or special (which then gets reurned), never mind not paying a surcharge!
