If the IR rep and the DOM can't agree on something then the rep can go to disagreement.
They put down the points they agree on and the points they don't and then it goes to the Area Rep/Area Manager for a solution, then the Divisional Rep/ Divisional Manager and then if there is no agreement by Stage 3 it can go to a Rule 13 ballot for Industrial Action.
Or they do what they want by Executive Action,

If you have disagreement and the DOM ignores you, you can go to unilateral disagreement.
But what happens if your Area Rep ignores the disagreement?

while going to disagreement and trying to get the lazy fulltime release area reps attention the managers have usually done everthing by "EA" and the area rep will tell you not to stir up trouble....so it's the same as normal once it's in it's in you never go back

Stage 2 disagreements go to divisional level anyway and if you feel that your ADR is unhelpful he can be bypassed.
It's a shame you had to leave to make your point because your Area Rep will still be there and if he's as poor as you say he will just carry on causing damage.
Sometimes i think the union is in self-destruct mode and the utter refusal by some to see the problems developing at local level just baffles me....i think they believe that if you keep saying everything is ok...it will be.

The problem is find is that the postmen and postwoman are rushing around to complete their work and make 10mins so they can go home early! If we were all to do our jobs correctly then this would not be an issue. For too many years people have been complaining about the workload yet they still rush around, start prepping deliveries before time, use their own vehicles, fail to take into consideration any health a safetly issues and this list is not enhausted. if a manager notices that your making time on a daily basis, of course theyre going to look to fill that time with more meaningfull work than you sat at home with your feet up! and that in turn is a saving in which theyre getting their bonus's. in essence were giving the managers their bonus and the harder we work the more they get!
Exectutive action was taken by the former DOM to commence summer lapsing despite an agreement with the CWU delivery rep and what happened is postpersons were leaving in the exact amount of mail on their own deliveries that they were being asked to do on a lapsed duty. this caused massive USO failures that yes were covered up by management but it made a point.

More like up to 90 mins at my D.O, sometimes more, but of course the workforce will claim its all down to how hard/fast they work.

It does disturb me when I hear what some say about their area reps. It is not acceptable , the area rep should support the local rep if the office has a disagreement. Of course if the local rep is wrong on an interperation point then the area rep should advise the rep but if there is a genuine disagreement his job is try and get a solution which the office will find acceptble. Remember the local rep and the DOM should be in the room during the disagreement.
Again maybe I am looking at this through rose tinted galsses but I just dont see this happening in London. When there is a stage 3 disagreement then we always insist on the local rep and DOM being invovled in the stage 3 and the call is always the local reps and the divisonal rep and Area rep will always go and meet the members when there is either a solution or when we have not got a resolution and to ask what they want to do next.
If this is not happening elsewhere then I think reps should write to CWU HQs asking why the members and locals reps wishes and grievences are not being tackled correctly.

As one of the local reps,and countless stage 3 disagreements I have always been involved in the stage 3's.

The reason this doesn't happen in London dingo is because you are almost, to a man, unionised and full time. Yours aren't rose tinted glasses in that respect, that is the situation you are in and much to be desired across the country BUT that isn't how it is across the country - union representation is patchy and someone does need to address that issue. You cannot imagine how poor union relations are in the sticks with 50% part time employees and of those less than 30% union members - who couldn't give a flying feck what the CWU do or say - and that is the plain and simple truth. I tend to agree. It's like "pulling teeth" out trying to change branches attitudes sometimes! It drives me crazy! I am winning though! (slowly!)
