If the SOM wants to change our start times

SOM wants to move us half an hour forward in 3 weeks time, just been told that he decided this today because he doesnt want one of ours going to the MC to collect mech trays, which we've been doing for years.

No revision as of yet.

Can he do this?? I thought there had to be a certain period of time, 13 weeks maybe, to change start/finish times. And no agreement or discussion with either us or the union.

Our office was chosen for a trial, to move our start times forward an hour. We were told by the area transport manager and area manager, that we would be getting 90% of our mail on the first lorry. They emphasised that it was a trial, and if we didn't like it when it was up and running, then we could revert back to our old times. Six weeks later, and with us only getting 60% of our mail on the first lorry, we tried to knock it on the head, only to be told the trial was over and we were sticking with it. They said they would be saving £60,000 a year in fuel, so we had to lump it!

This sounds to me like 'Exectutive Action' by the SOM. If there is no agreement between the CWU locally, you unit manager and Him, then that is what he is doing.
Our office has just had a proposal to start one whole hour later than usual. We told our boss that we are not going to comply with this instruction and as of now, we have a 'formal disagreement' in place. If it was an earlier start, we could all be deemed late for work, but I fail to see how we can be contravening a later start by turning up for work at the smae time as we do now, which in managements eyes, is one hour too early.
There will be work available to do in our office at the same time as now. The issue is the later arrival of the final 'walk sequenced' mail, and they have the cheek to call this 'modernisation / progress'!
How can it be progress if it delivers a later service than our competitors who are out delivering while we would all still be in the office, waiting around for around a dozen letters each?

Its a joke, I cant believe he's pulling this crap.

As far as Im aware its still 2pm finish until revisions are done, currently we're on 13.55 finish, how can he possibly move it forward by 30 minutes, that would take it over the agreed finish time.

If you register disagreement nothing should change until the IR framework has been exhausted.
This will mean the "Higher ups" getting their hands dirty.

Yes..if you don't have a rep in your office you need to talk to your area rep but get all your guys together first just to make sure it's what your office wants.

When they changed our start times well over a year ago, they just did it without telling us. The mail just started turning up later. It was over 2 months before we saw a manager for him to explain what was happening. I said it was wrong that he did not warn us of this, he said we had been warned, it was in the courier paper that start times were changing in offices so we had been told. We just had to live with the change, can't do ought about it.
6:15am start on monday
6:45am start on tuesday
The problem is the mail only arrives at 7:15am everyday.
This is how they get to change the start times, they just tell you they can't get the mail any earlier to you and there is no way you can see if they are lying, they just do it.

Thing is there is mail from the previous days luchtime drop, plus a wagon at 5.30am, so plenty to be doing, he's doing it just so the guy doesnt go down for the mech trays that wont fit on the 5am drop. The whole thing is a joke. Manager says SOM can do it without discussion with us or the Union about it, which kind of goes against everything this new agreement states.

Seriously getting hacked off with this company and the idiots running it.

Local rep doesnt have the time to come down to the office I heard today.

Time changes going live in 2 and a half weeks and he cant get to the office for half an hour chat with the lads.

Phoned him an hour ago left message and still awaitin response.

This has got bollock up written all over it.
