Ok so i asked both the DOM and CWU rep this question and here's the response I got.
I asked how do we deliver to flats when we cant leave the LWT unattended.
Answer was that mail for flats would have to be placed into a 5kg maximum bag and delivered off the shoulder.
I then asked if covering the same ground twice or returning to the van to get each pouch would be built into the duty and the answer was no - all mail is to be delivered in one visit.
How then can one deliver to flats without leaving the LWT unattended and using a 5kg pouch without returning to the van to get the pouch or going round again after the rest of the delivery is complete?

Pickaman replishment is included in the delivery span and the delivery span is an output of geo route. Therefore the walk should have time for this built into it. Equally when the geo route optimises the duties you still can then ensure further time is allocated as you will be able to map the walk on the computer and identify any delivery points or obstacles which have not been taken account off.

Another grey area moment!So in theory a CDV delivery could be up to 6 hours long and that delivery could possibly be made up of over 80% flats,the answer given is 5 kilo bag on the shoulder- so what happens to the no delivery longer than 3.5 hours with a bag on your back rule?-does that not include small bags?pickaname wrote:

Do the people involved in making these new rules even know what 5kg looks like? You could spend half your delivery time replenishing and im sure the vast majority of us wont get that time walking back and for to the van to pick up 5 kilo bags,not because its not possible to plot it in Geo Route but because once Royal Mail realise how long it will take delivering mail in that fashion there will be a swift U-turn followed by an outbreak of deaf/dumb blindness.
