A bit of advice if possible, I sat with the manager today and we played with IWT 6. Now in the manual it says
Unmeasured Work Areas
The Indoor Workload Tool calculates the workload pertaining to the Inward Sorting and Preparation work areas covered by hours allocated to RCS codes G54 and H11.
The following work areas/ activities are not included in the IWT workload calculations and need to be allowed for as appropriate in the overall office duty set.
• Work inside the Special Delivery locker (R13)
• Callers Office (M24)
• Private boxes (M24)
• Business Replies/ Response Services (G57)
• Admin support (M42)
• Return to sender (except activities at prep frame) (M18)
• Vehicle checks (M11)
• Return from delivery activities (appropriate H code)
• WTLL (N36)
• CSS Operations (H10)
• Transport, storage and distribution of door to door items to prep frames (H18)
• Unloading, loading and any segregation of through containers of mail to other delivery units (B32).
But the planners have told him to ignore this as it has no bearing on the tool.
What i would like to know is, When the DSM says to my DOM that IWT says your office needs x amount of hours less a week so lapse more, How do we capture the above to prove we don't have the time.
Also the planners have told him that the tool must be run at 100% not any less. Now i have said that as the inputs for the tool are not yet fully agreed i don't give a toss what the DSM says about cutting hours am i right or
do we have to go by it now without the captured time above and IWT running at 100%. I know it say's to capture it in the overall office duty set but the DOM say's the DSM isn't interested in that just that IWT says !

Unless your IWT is enormously different to ours then none of those duties mentioned are in the IWT because they are separate duties.
PHG, admin, delivery support - they've got no input into the IWT which measures traffic and the hours needed to deal with it.
It doesn't mean they don't exist - they are just separate duties.

I know that Clash, The point i was trying to put across was say you have 30 min WTL
Now all staff are at that so no work is being done, DSM says well you can lapse x Hours because IWT says so. but you don't have said hours because you have been WTL for 30 Mins.
Also, what about time to check vans, bring mail up in the lift, drop people out to del, get empties down in the lift ready for driver ect.
Now i know they are in duty time but the DSM is not looking at that just IWT and when my DOM explains to him that IWT does not accout for this time he just says he's not interested,

Geezer, all of this needs to be captured in the duty management system, which should reflect the hours in the RCS.

MY point is we have all the time in the DMS, But the DSM says he's only interested in what IWT says.
Now as i said WTL ect is not counted by IWT and therefore the timings are not reflecting the time accuratly

If you have all the other elements of work ie. vehicle maintenance, transporting mail etc. it would surely reduce the hours available for IPS & Prep, so it would reduce the opportunity to lapse/absorb.

I cannot be making myself clear here. So here we go...
DSM says IWT says time to Lapse.
DOM says NO Time to Lapse
I say No Time to Lapse
We Don't Lapse
Now DSM phones DOM and says why are you not lapseing because when i looked at the figures IWT puts out it says you should have time to do lapseing.
DOM says but we had WTL today so had no time to lapse and that IWT does'nt take that time into account.
DSM says he does'nt care if we had WTL because IWT says you had time to Lapse so why did'nt you
ROUND WE GO AGAIN !

IWT can be used , however it is not correct to say that it has to be run at 100 BSi . As the 3 year revision process is a journey and if your iwt states you are working at say 70 Bsi then within phase 1 of the revison process aims of objective you agree what the revison is due to achieve and if you agree moving the office to 80 in the first revison then the IWT can be set at 80.Geezer wrote:Dingo

The CWU have agreed that both the IWT 6.25 and Geo route 2008 are sound revion tools but they are certain assumptions which need testing in a live enviorment and there are some activities which we believe have been missed which is work in progress. However a lot the CWU concerns have meant that the IWT 6.25 have been revised.
However as you will know it is essential that the IWT is adjusted to ensure it captures the types of frames , the floor layout , whether you have secondary sorting , your arrival pattern , the distances , the type of traffic and the numerous other issues which ensures your office measurement is as accurate as possible.

I know a few others have had a go at this already, but let's give this a try;
Lets say my duty goes like this:
0600-0700 IPS (G54)
0700-0730 WTLL (N36)
0730-0830 Prep (H11)
0830-0845 Van Check (M11)
0845-0925 Meal Relief (N20)
0925-1000 Cover break for admin duty (M42)
1000-1400 Delivery (inc. travels) (H18)
Now, I have four hours of outdoor work there, but that doesn't mean that I have 3:20 of measurable indoor work (the remaining 4hrs less M/R)
IWT only uses IPS and Prep (G54 and H11 Duty Manager/RCS subcodes), so if the systems have been set up correctly it will only be looking at the 2 hours of my day that I spend on IPS and Prep.
If there are ten duties doing the same thing at my office, IWT will say that we have 10hrs of IPS and 10hrs of Prep time available to us each day, it will not touch the time spent on WTL, van checks, admin etc.
If the workload for my fictional 10 man office is measured as taking 5hrs to sort and 8hrs to prep, we will appear (to the DSM in your case) to have 7hrs of available time for lapsing.
Hope this helps, the key is to make sure that Duty Manager and RCS accurately reflect what happens in your office, and that only the G54 and H11 values from there have been used in IWT.
Also make sure that where you have FT on leave covered by PT, the indoor elements of the duty have been lapsed in RCS and IWT, if not you are chasing a block of time for lapsing that has already been lapsed!
