No Delivery Supplement For CSS Staff

Apparently no supplement is to be paid to any of the North-West CSS workers. This, despite area union reps `guarenteeing`.....yes, `guarenteeing` we would be getting it, so vote YES !!!
We haven`t even been given the £8.00 supplement, yet we are tied to a D.O. !

Now, i know there are those who say we shouldnt have it cos we dont touch D2D, but all week we have had men taken from the machines, to throw in walks and D2D !!
We often throw in walks anyway, which we dont mind, but a bit galling when we do all this work, against a PHG who doesnt touch a letter all day.

Are there any CSS operators from outside the north west who recieved any extra supplements ???
And what will happen to the area reps who quite forcfully stated, prior to the vote, that we would be recieving supplements because we were tied to a D.O. ??

Royal Mail at national level have put out a directive to the effect that CSS Operators will not receive the Basic Pay Supplement. CWU do not agree with their re-interpretation of what was agreed and the issue has been raised at national level and is due to be discussed next week.

To coincide with the introduction of the national agreement unit payments will cease and the 3 items per week cap will be removed. D2D Monies will be turned into a delivery supplement paid 52 weeks a year for all delivery employees (OPG and ORR) pro rata for part time employees
It has been agreed to cease and incorporate the total value of these payments (£52m Door to Door, and £40m delivery early shift allowance and grandfather rights) into a new permanent (non-pensionable) supplement to basic pay. This is payable to all delivery office employees directly tagged to and working in the delivery function.


I take it that this is the line they wish to re-interpret.
Does it mean directly tagged to OR working in a delivery function.
Or is it directly tagged to as well as working in a delivery function. :crazy: :crazy:

They might have deemed CSS operators to come under processing as MCs also have CSS machines and they would have to pay MC staff the delivery supplement as well if CSS operators qualified for the delivery supplement,

Yes BigDaz we work in a large D.O. and our CSS machines service 5 different sectors within our office, as well as the many outlying offices too.
I asked the DO Manager some weeks back, and his understanding was we wouldnt get it as we didnt do deliveries. We were fine with this, on the proviso that we shouldnt have to throw walks in during the night, but they said that wasnt on.! So we`re allowed to throw in mail and D2D to help postmen, but not get the supplement, but a PHG or van driver, can stand idle, not have to throw any walks in or D2D, but they get the supplement.???????????

Whether we get it or not, is of interest, only to show how most if not all people, were asked to vote YES for certain changes to occur, only to see RM renege on nearly all their parts of the agreement.

Im still staggered that a fight hasnt been put up, for the way the D2D changes have been bulldozered thru.

The agreement specifically says, those tied to a delivery office. A MC doesnt have delivery offices.
The Union told us they had explored this, and it was definitely to be paid, and on this info, we voted YES. We`ve been conned !

You can bet your backside there will be quite a number of "re-interpretations" in the coming months and guess what - no prizes for guessing whos' interpretation will hold sway - just another excuse for the professional chatterers to get on their high horse, and make excuses for yet one more cock up.

No it doesn't say tied to a delivery office, it says This is payable to all delivery office employees directly tagged to and working in the delivery function.
Now obviously Royal Mail have decided that although you are tagged to a delivery office you do not work in the delivery function.
And the idea that you voted yes purely on the basis that you would get your 20 pieces of silver means i have little time for your "We've been conned" statement. :cuppa

But i have to say that to vote either way on such a wide ranging agreement on the basis of whether or not you may get a £20.60 supplement is a little short-sighted.

I have to say, my colleagues who willfully, continually, vote YES to each and every crap deal put before them, deserve everything they get from now on. :cuppa
Doubly so for eejits in other functions who voted to get something only their colleagues in deliveries will drop sweat actually doing. :evil/mad

The answer to your question is as follows .........

CSS operators will be paid TPM allowance (£21.62 weekly) when they are performing their CSS duty. This payment exceeds that of the delivery supplement. Any time an individual is either sick or on A/L then they will receive the delivery supplement instead (£20.60 weekly) and not the TPM allowance.

The decision has been made that CSS operators will not receive both allowances, just the TPM allowance when they are working. I understand that the CWU has some issues with the stance taken by Royal Mail so we may see this change in the future.

However, that is the current steer. :roll:

Hang on though H - delivery officers aren't the only ones breaking out into a sweat you know - I believe they had to call for a pump when there was a suggestion during the negotiations that maybe release time would be in jeopardy if it was a NO vote - you can imagine the sigh of relief when the baby was thrown out with the bath water. :angel

Well there is another issue.
As far as i'm aware TPM allowance is fully pensionable whereas the Delivery supplement is....not.
