summer lapsing agreements

I am a llittle confused with the spirit of the national agreement.

Firstly last year we had an agreement to lapse that was managable this year the DSM has barked orders that 5% must be saved and that means summer lapsing has tripled, the rep disagreed this on the basis that the budget should not dictate workload. DSM response was the cwu role is only consultative and just get on with it.

So we are lapsing indoor 20 mins+ 30 mins outdoor not including travel time, how the f can we do that?

Then people start saying well im not using my car then (dont start, not me) and the DSM says anyone not using THEIR OWN VEHICLE during the summer will be performing unagreed industrial action, WTF is going on????????

Where is the cwu leaders response to such things?????

I thought the use of private cars was to be banned from deliveries, as per this wonderful agreement. So how can a DSM claim that an individual is taking UIA for following RM's own rules? Ok, I know that the use of cars is still to be banned, but it was clear as day in the agreement. (shame that nothing else was)
It goes to show, what we have been going on about for years, namely that RM were relying on the use of private vehicles. I assume that no-one who previously did not use their own cars on delivery is affected.

Personally, the use of private cars is something I hate as it does not give a true perspective on the costs of running the DO. However, the use of private cars is purely voluntary, subject to various insurance and vehicle checks, and any budget costings (e.g. summer lapsing) are to made excluding the use of private cars. Once the initial delivery revision for your DO is completed (be it non-WS or WS) then the use of private cars for delivery is banned. Whether that applies to management I don't know. If management are regularly performing deliveries they have failed to budget their office correctly or are under-manned (most probably both!).

Once your delivery revision is completed duties should be filled to the max, whether with indoor or outdoor work, the scope for lapsing duties come the summer will be limited. All the more so now that D2D is going to be drawn into the workload.

I have to disagree Ahebban,Summer lapsing is built around the Royal Mails perception of the seasonal decline in mail volumes.
Your delivery revision will not be....therefore come summertime it all starts again.
Of course all it takes is another 8% decline in overall mail volumes and the benefits of D2D into workload are completely wiped out.anyway.

Unfortunately for us, RM's summer begins in February and lasts until November.
