Just want to know where i stand.
Our manager insists that these new start & finish times will commence on the 13th August(TWICKENHAM).
I've read a few posts on the subject ,but what is the correct procedure on this matter.
We've had no consultation on the matter,so as far as i'm concerned i'll be coming in at 5 as usual.
But some of my colleagues want a bit more convincing on the matter.
Don't want to be doing anything unofficial,

They will lose £12.50 a week of pensionable pay and if they have a life outside of work, say watching sport on Saturday, they will have less time to get there before kick-off. If they want to go out with the family, they will also have that much less time to do so. Fight it mate!

I asked my Rep about this and apparently the CWU nationally are checking to see if there is anything they can do on a legal basis for this. So he suggests hang tight and await instructions.

At the moment 1st put in a Disagreement ( this has 3 stages), then if this does not work get the whole Office when the put this in by `Exec` action to come in at their `Normal Times` this should really mess them up. CWU are still `working` on this Issue as part of the current pay talks.

YOUR REP HAS TO LODGE A DISSAGREEMENT, WHEN IT GOES TO STAGE THREE WITHOUT AGREEMENT YOU HAVE TO APPLY TO HQ FOT A RULE 13 BALLOT, THEY SHOULD FAST TRACK IT BEFORE THE SCREWS TAKE EX/ACTION. WE VOTED FOR A RULE 13 YESTERDAY AND WHERE INFORMED BY A NAT OFFICER THIS MORNING WHO CAME OVER TO SUPPORT THE PICKET THAT WE WHERE TO GET THE BALLOT ENDORSED THIS WEEK

Late Starts Letter

You could always try this letter if the entire office puts one in I think it would slow the process down a bit.

Dear

I am formally writing to you regarding the introduction of later starts in my delivery office. As you are aware later starts are a part of the national dispute and as a consequence of that I am awaiting the outcome of that dispute and will accept whatever comes out of those negotiations.

However if you are saying that the introduction of later starts are to be put in by executive action then I would appreciate it if you could provide me with the statutory notice that is appropriate under employment law.

If you resort to statutory notice, then I would appreciate a formal meeting to discuss any personal issues that it may cause me.

I would appreciate if you could respond to me in writing and deal with me in a professional manner as an individual and not just a number as seems to be the case at the moment.

we were told that the late start comes into our D.O Johnstone on the 6th Aug a week early .

Royal Mail dont give a s**t about peoples lives . this will cause another walkout. :cfo :lfo :crazy:

i agree typical rm arrogance,we are in the middle of ia and they still want to bring in the later starts.the union have upped the strike action,i think if rm attempt to bring in later starts by executive action this will lead to a all out strike.

This is the letter i sent to my DOM politley telling him to stick RM later starts were the sun dont shine!





Thank you for your proposals for bringing the office into line with Royal Mail's national aim of 50% of duties moving to a 0600 start.

However i am unable to agree to them for the following reasons

Duties 12, 20, F9, F10 and 26 may not fulfil their full 1 hour IPS quota. This will undoubtedly lead to unnecessary friction between my members and friction between the CWU members and the mangers, the very thing you are hoping to avoid! They will be due to do their 1 hour sorting from 0610 to 0710 so unless the sorting finishes before 0710 then not doing a full hour IPS will be a reality! If the IPS lasts until 0710 then there is a distinct possibility of cut offs from those on a 5am IPS start duty. In essence this means that any IPS duty starting after 0530 am will create more problems than its is meant to solve!

The arrival times of mail into the office post introduction of the 56 mph speed limit are not yet known. Duty start times should be dealt with on the basis of operational reality not blue sky thinking!

Risk assessments have not to the best of my knowledge been done on the impact of later starts.

The non IPS rural deliveries have indicated to myself that they will simply start cutting off, this means that the cost of getting their deliveries finished will increase as some OPG'S on the catch sheet will undoubtedly finish off on overtime, The increased cost will come from a extra person having to travel to and from the rural delivery and a increase in fuel costs will accompany this!

Royal Mail have told the CWU that 60% of mail for delivery offices is in mail centres by midnight, therefore to change the start times of IPS duties as well as non IPS duties makes no sense at all unless it is savings driven rather than responding to a genuine need for later start times.

There is clear evidence that the 6am start times are savings driven and not operationally driven. If Royal Mail were to admit this and engage in meaningful negotiations instead of hiding behind the smokescreen of 56MPH they may find themselves being taken more seriously!

Royal Mail's response to Postcomm's final proposals and draft licence modifications dated march 2006 says in section 1.33

“Postcomm’s Final Proposals also include a requirement to report on the collection and delivery times. As Postcomm knows, Royal Mail’s transformation plan will require some changes to collection and delivery times – indeed, Postcomm’s Final Proposals are based on a capital expenditure plan that specifically includes changes to collection and delivery specifications. The need for such changes must be recognised as a key ingredient of cost reduction – or efficiency targets need to be modified.â€

I think as it shows from the Oxford dispute if they push through later starts the its all out no messing the will s**t their pants.

And if all else fails, come in at your normal time and if asked 'I thought we'd told you to start later?' just hand them a letter stating 'Thank you for attempt to bully and harrass me into changing my working hours. I should, however, advise you that I will be introducing, by executive action of my own, a later start than you envisaged to your proposed later start. The date from which I will be happy to get up later being .... (one day after your official future retirement date) :wink:

Shift allowances are not affected by the later starts apparantly, they are ringfenced for 3 years then built into basic pay after that

If they are going to pay it into our basic then they would do it now, they are saying that now then they will give everyone it as a payrise (how do you know a manager is lying - his lips are moving).

The offical RM dopcumnet n my office says its ringfenced and into basic pay in the next pay round.

Shift allowance is proected for up to three years so if you have been with us less than 3 years you will not get 3 years protection

I work with colleagues how have worked for RM for well over 15 years each. I have worked for RM for about 6 years. Approx 18 months ago our start time was changed from 05.15 to 05.50. I have never recieved shift allowance but my colleagues where told that their shift allowance would be paid for 3 years. I understood that after 3 years they would lose the extra pay. Now, if this allowance is going to be built into their basic pay does this mean that they will be paid £12.50p more per week than I am for doing the same job?
