Well your start Number Must be 117,073 Thats Ballot papers Issued. If you can find the 2007 Ballot results that should give you how many have left in that three year slot 2007 to 2010 then look for the next Election numbers.

So obviously the monthly figure for April is the amount of ballot papers that were sent out as someone has kindly pointed out.

Returned = 80,000

Membership down by 10,000 , returns down by 25% .

At what point does our leadership decide that the direction they are taking this union in is having a less than positive effect on membership numbers?

I'd say that those figures suggest something is very badly wrong , if workers do not see the relevance of their union ,there is a failure to engage them ,and they leave en masse , especially at a time of unprecedented management attacks , then big mistakes have been made. So much for misjudging the mood
