TOP 10% WHAT IS IT?
sorry for sounding thick but what is it and where is the official document about it?
this could be used as a beating stick to hit all of us with that do our job properly...alll the early work for free mob could hang a decent postman when he says"sorry cant complete because of 2 many d2d...etc)
if this is in the agreement it could br very dangerous

Yeah it's in the Agreement you'll be voting on. I can't access it because it's been taken down from cwu site. The wording is vague and the cwu will have you believe it's the top 10% of offices we will have to match. DOM's could easily use it to bully individual workers though because the wording can be interpreted to mean staff rather than offices. Either way there will ALWAYS be a top 10%. Even if we ALL become TWICE as efficient there will always be a top 10% and ofcourse that means there will ALWAYS be a bottom 90% who can be pissed about.
If it's offices I think 1 in 10 will be given sweeteners like job and finish, ghost OT or 1 in 3 Sats to make them rush unsafely round and attain 'high efficiencies'. The other 9 offices will be given no sweeteners and no bonuses because they aren't meeting targets. Doing the job properly will be out the window because it's now about 'relative performance' and from these rules 90% will NEVER be good enough.

probably best way to explain is your Manual arrivals against time it takes to sort them, same with mech to give a prep figure also, this measures effieciency
or BSI against a 100% EFFICIENCY TARGET. It should also include office measurements etc, bit like old DPMS was. The target being as efficient as possible as a unit. Now the DPT will identify individual performance/capacity on a walk on indoor prep, ie, DPT tells us we have too many/too few hours in prep or IPS by
day.
Each individual duty is then assessed using an average traffic figure based on the actual % of mech mail , i.e you dont need 90 mins prep today, only 60 so you can assist mr x for 30 mins. This will then help the office achieve 100 BSI. Sorry if this is a bit long winded but if you have any further questions i will do my
best to answer them. I have asked someone from the CWU to clarify my understanding, but have yet recieved no reply. The other measure that will be used is

That is your interpretation at the moment. I know what my DOM's interpretation will be after this Agreement gets passed. "Your not going as fast as the Reserve/ Running Man that I put on your duty while you were on leave. I will offer you retraining but if you cannot complete in future you will go down the CONDUCT CODE. For the last few years Royal Mail have set their savings based on how productive they think offices are. They have league tables for IPS , prep and delivery.
This is nothing new those who remember the Performance Bonus Scheme in 2000 when savings were made based on effecitve performance which was based on DPMS ( delivery productivity measurement system ) This was ditched in favour of geo route /peagsus and the indoor workload tool or the delivery productivity performance tool.
Royal Mail in the talks tried to leave out about achieving 100 BSI what this stands for is British Standards institute. The reason we believe is that ACAS who were in the talks have wrote guidelines on BSI. What those guidelines state is that 100BSI is achievable providing someone has a full head of work and is full motivated.
Now the top ten per cent of offices vary in terms of what criteria you are using. For example if you compare offices on items per gross hours then the offices with more part timers become more productivity as do those with large numbers of firms.
What this agreement states on page 17 is that first and foremost you have to identify on a like for like basis why there such big gaps in the performance rates. For exmaple most measurement systems are based on averages and theories about the time it should take to do the job, well if an office for example have an higher amount of redirections then another this will decrease the perfromacne levels.
Plus if an office is in the top ten becuase they never record the true hourage ie they come in beofre their time , dont take their breaks and clear due to the fact that they are working more hours and propping up an office when if they worked normal hours the office would fail then protentially this office could be within the top ten offices as managment only record the hours which are within duty time to record items per gross hours.
Now the top 10 have to be agreed and has to be consistant with national agreements and good employment policy and safe working praticies.
Plus if recognises that staff have to be motivated which means you cannot reach the top 10 if you bully as you wont have motivated staff.
I dont think anyone should be scared of this bit , as it has union involvement and ACAS involvement who actually write guidelines on BSI and know you cant expect staff to reach un achieveable figures whilst being bullied.
Look Royal mail also know that for years they have tried the appoach of trying to bully indivuduals to reach 100BSI and it has not worked , instead their are offices at varying degress of producitivty for various reasons.
They now accepted that the CWU will be allowed to influence their measurement systems which means we can test in a live enviorment and we can amend its flaws.
When the union has done this in the past we have normally ended with Royal mail ditching the measurement system ie DPMS was ditched.
I really dont think Royal Mail have a clue as to why there are such a varrience in performance across offices in a postcode area let along acorss the UK and I think even after this agreements has passed there still will be.

Ask yourself this,what is the percentage of athletes that make it to an Olympics.Having got there what is the percentage for those who make it into a final?If it was possible for everyone to be in the top 10% wouldnt we all get medals.It is a physical imposibility.Does Dave Ward think he can do it with all that extra weight he is carrying,perhaps Higson Ward and Hayes should show us how its done,not for one delivery but for shall we say six months,from October to March perhaps?

Turn that question on its head what percentage of those athletes dont think they can be in the top 10% on a level playing field thats all the agreement states. Like I explained the key in this debate is understanding why there such a gap in productivity ranges. Fair point and I can understand fully what you say,However with all my sinues straining,I cannot yet bring myself to trust this present RM "leadership",to let this information feed down to its "I wish to impress you my Lords" lower management who are stil the same ones that get their rocks by making postal workers life an endless round of strife.If it was shown that the CWU could actually enforce this leveling of the playing field I feel the Union may take us with it.

am now concerned, that what i am guessing is a senior official is now saying, 100% bsi is achievable, although i need to be motivated.
i am not motivated by this agreement nor its contents.
i will more than likley be ejected from the business cause the business and CWU agree i am not 100% bsi compliant.
local negotiation does not exist and never has.
If you have achieved agreement locally and not gone through the ir framework you're coming in well short.
my dom does what he's told as does his dsm, so on and so forth right to the top so local negotiations hmmmmmmmmmmmmm
