Strange franked Letter

Noticed this when sorting this morning.
Original Royal Mail frank had a white sticker over it and the TNT frank printed over the top of it.
Have seen this before with UKPost being printed over in silver TNT frank.
But never a Royal Mail letter, showed it to my manager who could not explain it.
Any body know about this or explain it.

Looks like a PPI impression underneath. These are used by firms for PPI postings
which they then give to RM with a docket to be charged for the posting costs.
It would seem that they have decided to use TNT to do the posting instead, by DSA.

Now - here is a question for revenue protection officers
At what point do we get income from a PPI ? Do we charge for the envelope or the posting into the system - or both, because if we are handing over the envelopes free of charge on the premise that they will earn us something on their way back through the system, then we are losing out twice. Free envelopes for the competition to use at cheaper than cheap rate

Don't they pay for credit on the franking machines, so that would eman they pay as soon as the cost is entered and printed ?

A company print their own envelopes. We charge based on the posting docket. All the PPI shows it that they have a licence to post on contract. All that has happened here is that the company have decided to use DSA and have overlabelled their envelopes. We haven't missed out on any money as we would be paid for the DSA element.

RM don't provide the envelopes for PPI posters. They are given a licence to use PPI and
have the envelopes printed themselves, and are then supposed to put them through RM
with a posting docket, so that they can be invoiced for the postage costs.
Though a lot seem to be put in pillar-boxes, postboxes, meter pouches and bags without
posting dockets.
I would think they are entitled to use the envelopes for DSA postings, though we might think
it's not right.

Franked (meter) mail is different from PPI (Prepaid Impression?).

Meter franking is paid for in advance and credited onto the meter franking machine.

PPI is paid for after being invoiced for, based on the posting docket.
