if people have the right to have the radio on loud in the office
why dont i have the right not to have it on at all

where did you get that info from?
There are Health and Safety laws concerning noise levels at the work place and if a loud radio or anything else is causing you grief then its down to your DOM to sort it out.

bloody noise polution.
and anyway if i can wear ear plugs then we could get rid of the bloody radio,buy everyone an ipod then it would not pester everyone else.

I have always worked in busy offices/environments and I am very lucky I can tune out a lot of noise so it does not bother me. I have the 2 radio thing and a "singer" in the office, a long with football chants and "Anyone know where "x" Crescent IS" and then when the chain gets going its pure madness but I am used to it.
However, if you have a low tolerance to noise and some do, then reasonable adjustments should be made and the radio should be turned down to a level where normal conversation can be carried out.
