Advice Please

My walk is timed by Pegasus at 30 hrs, I am on a 28hr contract, so in order to cover the walk I am allowed to book 2hrs excess per week. Since I started last last June this has barely been enough to cover the walk.
This walk is supposed to be temporary walk, it involves a total of 15 miles driving and between 6 ~ 8km walking, the walk was supposed to have absorbed into other walks by August last year, then byu October last year, then by December, then in January, and I am still doing it, and now they say nothing will be done until after the talks or May at the earliest.
I have kept notes in a diary of how much and how often I have gone over, and not been able to claim, it worked out at 42hrs in total, over the last six months, so I said to myself enough is enough.

Yesterday due to a heavy day of packets, recorded and specials, I didn't finish until 2.30pm, On my return I told the DOM, that my excess hours were up, and if today and tomorrow were heavy I would be cutting off, he ignored this and went on about how a customer had phoned to complain about a 739 I'd left, and she'd missed me, after explaining that he curtly told me to speak to the lino who had gone home (surprise, surprise)

This morning with three trays of coded thrown off and more to come off IPS and Flats, and 2 bags of packets I asked the lino if he would pay the excess for me to complete, he gave me some spiel about low mail volumes, and how the previous person on the walk NEVER cut off, ( no he worked his break,and got out at least 1/2 an hour earlier), he said he would have to speak to the DOM.

He never came back to me, so I cut off two pouch fulls, and returned to the office.

I informed the guy in the cage, and told him where the mail was, he told me to inform the LINO, I told him, he told me tell the DOM.

On telling the DOM he told me he would get my frame prepped for me, and I didn't need to start until 9am.
On leaving the office a few minutes later the LIno casually informed me that I would be doing another walk tomorrow.

My questions are:

Can my DOM change my hours of work without my consent or my agreement.
Can they make me do a totally different walk with less than 24hrs notice and no training, ( I'm fairly new to the area, and wouldn't be able to show you the walk on a map let alone go there !!)

This is the first time I have cut off, it's the first time I've brought mail back.
I get the feeling I'm being bullied a bit here, it's as if they are saying, "you bring it back, we'lll piss you about" and I'm not a happy bunny.

Bullying is exactly what they are doing. They change your hours and walk with the hope you will comply. I would get the union involved and get a grevience in and don't let them sweep your grevience under the carpet.

as far as i am aware they cannot change your start time without your consent unless they give you 28 days notice.
yes they can get you to move to a different duty for operational requirements but check with the union rep first about doing duties without any training as this is pointless and goes against Royal Mail policies
tell your Dom that you will be cutting of at your time no matter what duty they put you on
sounds like harassment to me so keep anote of everything said and done

Yes this is deffo bullying, if you have a good rep, seek advice from them.
