Simply get this man to name the residents you supposedly spoke to! and even if you had advised some folks the flats had been classed as a health and safety risk by your Manager, hence you couldn't deliver the mail, you have done nothing wrong. Under normal circumstances, your manager should have advised all the residents WHY the mail wasn't delivered directly to them. Ask your boss why they failed to do that.Good Luck.-

Sounds like a trumped up charge to me, just to get you off the walk. Someone else will still be doing the walk exactly as you have been doing it.
The only trouble now is, trying to get back on to that walk now you've been taken off it.
