This has come right from the top so it must be "the truth".
RM and the CWU have had trouble reaching a negotiated settlement because so few of them are capable of joined up writing, let alone joined up thinking.
Virtually everything will be left to local agreement except the following which will serve as a framework for all local negotiations.
