In an ideal world.

2 drivers in a van

Driver 1 gets out at No 1 and delivers to nos 1- 50.

Driver 2 drives to no 51 and delivers to nos 51-150.

Driver 1 drives to no 151 and delivers to nos 151-251..............etc,etc.

Park and loop ....

1, while most businesses are flashing their green credentials Royal Mail decides to get rid of its bikes and replace them with vehicles that will add to the clogging up of the roads.

2,Go and ask a manager at any of the overworked Royal Mail garages how they will cope with more than twice the amount of vans with the attending breakdowns and accidents and you will get a look of scorn.

3,Anyone work out what Royal Mails diesel bills will be above what they pay now considering it was only recently there were fuel saving posters in office?.

4, Where are these vans going to park and where will staff be able to park their own vehicles, most delivery offices car parks are chocker,if indeed you are lucky enough to park your car at work.

and so on...

And that is the million dollar question.
This delivery model was designed for two drivers not one.
So in a nutshell,no-one ,not the union ,not Royal Mail and certainly not me has a feckin clue. :chuckle

Been doing it since March last year (after being enforced by Executive Action). The ONLY benefits are your bags are lighter and you have somewhere to keep your coat and waterproofs!!

It is possible to do it with a non-driver, but it depends on the lay out of your round I suppose. When either me or my mate are off, and we get a non-driver on we have to do the round a different way to accomodate them, which is a pain in the ar*e. There two duties in our office that don't use "park and loop", they both still use drop boxes, but I've been told this will cease and they will get HCTs.

Because we got it through EA we have an agreement that there has to be an office review - but reading between the lines - it's going to be nationally agreed anyway - so by the time the review gets off the ground we'll all be effing stuck with it anyway :cfo

If a park&loop delivery is plotted at 4.15 assuming two drivers and a non-driver is used one of two things will happen.

1. The delivery will take longer than 4.15 to complete.
2. The non-driver will be expected to carry more weight on their shoulder.

Neither of these outcomes is acceptable so the union better sort out this "deployment wrinkle" BEFORE it gets to the delivery office.
Otherwise i would expect any rep to reject the deployment of park&loop and pegasus/georoute.

Diesel

Insurance

MOTS

Parking fines

Speeding Fines

Cost of fleet of vans per D.O

Space to park the vans

Pegasus re-plotting man hours

..me thinks the Royal Mail yet again have tried to leg it before they can even crawl. It's going to a nightmare to implement and the stress and strain between the already over - worked and under- appreciated work force is going to evaporate into a cacophony of arguments and walk-outs.

Dare I say it, but If we have weather anything close to what we have now and they are going to expect entire offices to pair up into vans and drive happily off into the white stuff, when we can't even get the vans and our workforce out there to do it now . Imagine the chaos when they want us to use HCT's in the snow and ice and a fleet of vans that'll no doubt skid off into oblivion ( cos ya just know they are going to opt for the cheapest and most un-roadworthy van on the market for the winter months, again).

WE are doomed I tell ya...doomed!

I am surprised there is no talk of using environmentally friendly vehicles.
Tesco have "blue on the outside green on the inside" delivery vans.
Do you need a full licence to drive a milk float?
RM could get some cheap as I have it on good authority (Mr Paul Weller) that:
Rows and rows of disused milk floats
Stand dying in the dairy yards.
The societies of consumption and squandering of material resources are incompatible with the idea of economic growth and a clean planet.

Park and loop is a nonsense

What if your 'buddy' is sick or on holiday?

What if they take longer and claim and you have to finish on time?

What if you cant park anywhere. Many streets on saturdays are rammed with vehicles in my area.

I bet £1000 that if we had park and loop already they would be switching it to bikes...i bet you!

Bag and Bike is the best way to deliver mail.

Royal Mail managers are completely retarded.

Park where you like so long as its not dangerous.
As issued by Royal Mail

PARKING GUIDANCE WHILST UNDERTAKING DELIVERIES/COLLECTIONS

The Postal Services Act 2000 allows Royal Mail, as the Universal Service provider certain parking restriction freedom:
The Postal Services Act 2000:
"Traffic orders detailing general prohibitions of stopping do not apply in respect of a vehicle which bears the livery of a Universal Service Provider, which is waiting at the edge of a carriageway, for as long as may be necessary for the purpose of the provision of a Universal Postal Service (as defined in the Postal Services Act 2000)"

What does this mean to you?
You may stop on a Single Yellow line in order to perform your Delivery, Collection or Distribution of mail.
But, pay particular attention to any loading or unloading restriction’s which may apply and will be indicated by a yellow line on the edge of the kerb and a plate which will advise you of the times when this restriction applies, if you are asked to move then you must do so, never argue the point.

You may stop on a Double Yellow Line in order to perform your duty.
But, again there may be horizontal double yellow lines on the edge of the kerb and a nearby plate indicating the restriction times, which you must observe, if you are asked to move then you must do so, never argue the point.

You may stop on a Red Route in order to carry out your "Universal postal service" (Deliver, Collect or Distribution).
But, if you are asked to move then you must do so, never argue the point.

You may stop in a Bus Lane to perform your duty.
But, do not drive along the bus lane as this is an offence or stop at a bus stop, pull in at the spot you intend to park and exit from that very same spot, do not under take in a bus lane to get to the place you are aiming for and avoid that bus stop, if you are asked to move then you must do so, never argue the point.

If a Fixed Penalty or Penalty charge notice is received, it would be challenged on the grounds that as a universal postal services provider we are allowed to perform our work and Deliver or collect from our customers, any rejected appeals would likely go to court, but, you must be particularly careful not to deliberately or absent mindlessly perform any of the following:
1. Park with one or more wheels on the pavement or any part of the footpath.
2. Stop on "Zig Zag" Lines.
3. Park or stop at a Bus Stop or Taxi rank.
4. Park or stop in a Disabled bay or Residence bay or Diplomats bay.
5. Drive or park in a Pedestrian or Restricted area such as a permit zone
6. Park or stop where loading or unloading restrictions are in force
7. Enter a box junction if your exit is blocked.
8. Block ramps or drop kerbs

You may be fined and have penalty points awarded against your licence if:
1. You exceed the speed limit
2. Ignore traffic signals such as red lights
3. Fail to wear your seat belt
4. Use your mobile phone whilst driving

Parking management is under the control af local authorities and varies from area to area and most at the moment only cover parcel deliveries.
This also only covers liveried royal mail vans so it's at the discretion of the warden whether a "working for RM" sticker in the front window of a hire van will suffice.

"Post office and other vehicles engaged in the delivery of postal packets(i.e courier companies such as UPS)-This does not include private vehicles used by postmen/postwomen whilst carrying out letter deliveries."

Please let's not take it out on colleagues who cannot drive.

It is not a condition of delivering for RM that you must be able to drive.

If they try and get me to take an indoors job because I don't drive (which I suspect they may try to do with non-drivers) I will scream "Discrimination!" from the highest rooftop in the land...and bare my arse too for good measure!
