your job is not to think just put bits of paper through letter boxes,its the managers job,ours tried it on,if he cant find anymore drops you cycle to the next nearest and book the overtime.

But the way I did when I needed a new one, was I identified what I thought would be a good safe drop and approached them informally to see how they would feel. The agreed and I told the manager who did all the paperwork. They have to do the paperwork as they safe drops get a yearly payment and a contract to read and sign as well.

they are in no hurry to pass any new pouch drops at the moment especially with these talks over van sharing as the drops will become obsolete and be a waste of office money
