Actually Andy in this case they can. AFAIKR it was a major point in the training day before I joined. You should Never Ever put your fingers all the way through a letter box ever. I thinks its even been mentioned in the courier once or twice when they run "Dog safety" spreads.
Its also mentioned in WTL, written on to dog warning cards, is in the walk brief etc. Also they should be able too provide a "tool" to push the items through.
The should not be able to conduct you for receiving a bite outside of a house, or if the dog is released and attacks you, or even if there is a dog warning card and you simply did not see the dog on the outside.
However, though it is insensitive and not liable to generate goodwill, RM are within their rights to issue a conduct code for any sickness caused by someone carrying out an action that they have been briefed against doing.
If however, they could prove they have never been briefed it may be a different matter, but it would be extremely hard to prove.
