RE: Next Steps / Clear Choice - MTSF

LTB 741/09 dated 18th August 2009 entitled ‘Outplacement in Deliveries’ informed all branches that the business has embarked upon a project called ‘Outplacement in Delivery’ which was based on the Clear Choice project for Mail Centres. The LTB explicitly urged representatives and members not to participate in this project until the full terms of MTSF had been implemented.

The business have now altered the name of the project to ‘Next Steps within Delivery Units’. Whilst the business have finally agreed to meet and discuss this issue with us (Wednesday, 14th October 2009) they have continued to move forward with this in different areas around the country including a large number of units in London and Nottinghamshire. We are advising all Representatives and members not to participate in this unagreed process or attend any interviews until there is either a national agreement or a nationally agreed terms of reference. Management within these areas are inviting our members into 1-2-1 meetings outside of the existing MTSF procedure and before any preference exercises have been agreed and returned by our members.

Our message to the business has been consistent in that whilst this project is supposed to be innovative and the approach may have some merits in the context of the MTSF process after agreements have been reached within the individual units and the completion of an agreed preference exercise, its unilateral deployment without the appropriate application of MTSF in our view simply discredits Royal Mail and the agreed process.

We will communicate via our LTB service any decisions following the meeting to be held on the 14th October. In the meantime can branches ensure that this LTB receives the widest circulation and Representatives and members are informed not to participate in this project.

Ive allready waved a copy of the next steps in my managers nose and told him not to bother with it in our office until agreed by the union.

As it stands he knows nothink about it at present as its the one downloaded off this site i didnt let him read it either but gave him a stern warning not to start any shannanagins that may be related to the document in question.

The DOM and Delivery Manger in my D.O have never heard of it either.

I emailed the next steps email addess to enquire about duty lengths due to the document indicating we only have 8 hour and 4 hour shifts.

The response was ask your line manager, who of course has never heard of this little project :cfo
