changing delivery times

Hello fellow posties I need a little help,
the other day I informed my manager that I would only be doing a 3 and a half hour delivery no more (all walks are over 4 hours thanks to pegasus) and that if I get back before my time I would do some indoor work to take me up to my finish time.
firstly I was told that Pegasus said it could be done in under 3.5 hours --- told him no chance and he knows it
he went away to the office then came back and told me that he was giving me a van and that I would have to complete the duty because it was no longer a 3.5 hour walk.
Can he change a duty set-up just like this?
I informed him the van was of no good, as there is not much dead walking but he replied the van was taking the weight of my shoulders and that if I refused he was going to take me down the conduct line for not obeying a direct instruction from my manager.
He then starts to go on about the regurlar postman who does the run, (yes he uses his own car and does not claim over time) he even starts later than myself giving him more time to deliver.
The manager is a proper twat and a few times in the past, he has squared up to me (trying to provoke me into hitting him) has not happened yet.
the management is a total joke, bullying and harassment and threatening people with the conduct code for not obeying them, the union cant get through to them its like talking to a brick wall them dont take any notice of the union.
What can I do to sort this twat out?

Our delivery manager is the same a real twat who needs a good dig in the face.

They tried that with some of us. Didn't work though as a lot of our area is now resident's only parking.

NO Rural and factory deliveries can be longer than 3.5 hours, but if it's a town walk it's 3.5 hour delivery span (as per SDD) with or without a van.
Theres a duty in our office like this which they are calling a rural.

Aint you got to do the change over before you can drive the vans also tell him youv'e lost your license

No duties under pegasus should be planned using this method,get rep involved.
