have just been told in our office that during summer absorbtion parts of the lapsed rounds will be added to our existing duties thus making longer duties. not a case of us taking a bit of a lapsed duty if time permits but actually now on our duties. surely this is wrong

IMHO yes as the agreement plainly states "As time permits" - TBH its now up to you, your colleagues and rep to challenge it.

The agreements generally are "plainly stated" what is also plain is the total disregard by Royal Mail managers for any and all agreements - course it doesn't help that many staff choose to become doormats at the drop of a hat.

Only till you question them. Yesterday they tried to implement lapsing against a local agreement by rep and DOM, luckily I had that agreement in writing and was able to show it to the acting DOM and acting lineo and they cancelled lapsing for that day.
