‘Cutting Off’ on over-running deliveries

Firstly, as far as the CWU is concerned, there is no such thing as compulsory overtime. We start from the position that people, whether on part-time or full-time walks, should not be forced to work over on extended delivery. However, we also recognise that members who would prefer not to work over do experience pressure to complete a delivery, or inaction from managers when they are asked to cover part of a walk.

For their part, it is often difficult for managers to find volunteers to cover walks or parts of walks on overtime when someone says they don’t want to work over. In order to try to tackle these problems, and clarify procedures regarding cutting-off, the CWU and Royal Mail have nationally negotiated and agreed some basic guidelines on cut-offs and how to deal with over-running deliveries. These guidelines build on the process that was previously agreed as Appendix 3 of the Conduct Code Agreement, entitled ‘Safeguarding customers’ mail’.

The main points of these guidelines are as follows:

1. If you do not want or are unable to work beyond your duty finish time on a regular basis, then you should inform your line manager so that this can be planned into their staffing arrangements each week. Managers should keep an up-to-date list of staff who do not want to work over at all. Members who wish to add or remove their name from that list can do so by notifying the their line manager.

2. If you are normally available to perform overtime on your delivery, but do not want to or cannot do so on a particular day, then you should inform your manager as soon as possible, preferably at the start of your duty. For instance, if you have an appointment to keep, then you should inform your line manager before the day of the appointment where this is possible. But if something crops up which was not foreseeable, then you should inform their manager at the start of your duty.

3. There will also be times when the amount of mail arriving for a particular delivery is excessive, and you do not wish to work over. So, during preparation, when you feel you may experience difficulty in completing your delivery within your duty time, you should approach your manager as soon as possible. Actually it is a good idea to inform the manager as soon as it becomes clear that there will be a problem. This will give them more time to arrange cover for part of the delivery.

In all these cases, it is for your manager to discuss the issue with you and advise you what particular action should be taken. This could include leaving mailsort 3 out of delivery, or leaving some of a bulk posting to the next day. But it is more likely to require leaving part of the delivery in the office for different member of staff to deliver. In this situation, it is your manager’s responsibility to ensure that all the mail is delivered. It is their responsibility to arrange assistance for those requesting it.

In general, any member who finds that they are unable to complete their delivery, for any reason, should inform their line manager at the earliest opportunity. In all cases, if you experience any difficulty in getting assistance so that you can finish on time, then you should contact the local CWU Rep as soon as possible.

As far as the CWU is concerned, there is no such thing as compulsory overtime.

That won't wash in our office - tell them too early and you then get accused of getting into the mind-set of not being able to complete and thus your prep rate slows etc etc basically more bullsh and bullying tactics to try and force you into taking over your time!! We have to wait until a specific time-frame before we say anything - stupid really as it gives them idiots less chance to arrange a solution... :crazy:

we we're told in the week that we are no longer allowed to cut of, we have to finish the delivery. I asked the manager to give that to me in writing and sign it. we we're told again this morning if we thought we wouldn't complet our round to go and inform the line manager and he would inform us what mail we should stream out so we could get round in time. there is no way they can make you work past your time. and they know it. but they will bully you into it if they can

Thing i find is when they do finally make a decision it's too late and you have thrown it all off!!!!! It amazes me that they bang on about you delivering all due mail but it is they who decide and tell the MC how they want the mail brought to the DO????? We seem to be at the beck and call of the incompetence that surrounds us!!!! :hmmmm

Have posted about this in other threads.

WHY is it up to me to go see the manager and tell him I will be cutting off or will be going over. My contract states that my hours are 8 hours per day and I am perfectly happy to work my full 8 hours every day. I dont have to go see my manager if I am going to finish early because it is a quiet tuesday so I fail to see why I have to face pressure from the manager if I want to work my proper hours. If I worked in Tescos and was stacking shelves I wouldnt go see the manager and tell him that I will be 30 minutes over tonight because aisle 3 needs more peas ffs. If tescos want more peas on aisle 3 then the manager would come up to me and ask me if I wanted to work an extra 30 minutes. This is the bit about RM that I dislike. They seem to think that we should have to get permission from them to work beyond our finishing time so that they dont have to get off of their lazy a*ses and have to work or if I want to work to my time then I have to put up with questions on why will you be late? Are you up for the job? Perhaps we should get you tested! etc. I hate the fact that we should appear to be grateful to them when they allow us OT when in fact it should be them grateful to us. :evil/mad Rant over :silenced

It has now come to the stage that I wait until the last possible moment to inform them so that I can see the fear in their eyes as they know that they will have to get up and actually do some work. Rant over, promise :Very Happy

Well said and seconded but if you drive a van how can you tell you will not complete on time? also why should we manage ourselves is that not what a manager is for or are they redundant apart from keeping the coffee machine in working order!.

This agreement supersedes the Royal Mail Conduct Code (1993) and the Late Attendance Procedure (1996). It also supersedes Appendix 2 of the IR Framework 'Senior Representatives Discipline Procedure' and the IARB for the duration of the agreed pilot contained at Appendix 4.



3 DELIVERY
3.1 PRIOR TO COMMENCEMENT
a) Where an employee feels that on completion of preparation he/she may experience difficulty in completing his/her delivery within the authorised time allotted, he/she should approach
his/her manager as soon as possible before setting out on delivery. It will be for the manager to discuss any problem and advise the employee what particular action should be taken.
b) When an individual has requested assistance on delivery, but the manager feels that assistance is not required, this decision along with the advice given to the employee will be recorded and associated with the daily traffic volume records. The employee can have access to this record and may ask to see it prior to commencement of his/her delivery. In addition to recording the employee's request, the employee will be instructed to ring his/her local manager prior to a specified time or as soon as possible if full completion of delivery workload within the time allotted proves not to be possible.

3.2 AFTER COMMENCEMENT OF DELIVERY
a) If an individual is prevented from completing their delivery for any reason, it is essential that this is reported immediately either by returning to the office or by telephone (telephone costs will be refunded). A written record will be kept.
b) All employees should be informed of the local authorised arrangements, in writing, preferably in plastic card form if available.

In our office thay want us to inform them before we have prepped up our frame completely. Questions of why didnt you tell us before or the usual one about other posties on this round manage fine enough.

If they try anything just ask them 'Do you want to go out on delivery with me to ensure that I'm doing the job correctly and that it cannot be finished on time' to which their normal excuse us 'I'm too busy' and they then usually blame you for your not prepping quickly enough :sad: but then again just ask to be tested in full and not just a 'pocket test' and watch them bluff and bluster and try to get out of their own mess.

i informed my manager that i would not have time to complete my whole delivery by my finishing time and wasn't prepared to work o/t. he told me that "yes you will". i re-iterated that there's no way i would and he was more than welcome to come out with me and check i wasn't at the lash. he disappeared into his office to fone the cluster manager and then pulled me into the office and told me if i didn't take it all out and comlete it i would be suspended. itold him "fine" and he escorted off the premises. i have since had a fact finding interview with another manager who said there was no case to answer and he would fone the cluster manager to lift the suspension. after speaking to him he told me that the cluster manager was not prepared to accept this and i would stay suspended till he could interview the dom who is now abroad for 2 weeks. unbelievable! shower of sh@te!

It's no laughing matter. I was suspended last year, and it's not "a holiday" at all. You get "the Grapevine" going into overtime, and people making assumptions about you. And usually end up with the old "Chinese Whispers" problem, of everything being exadurated beyond belief. And there's little you can do about it from Home. :hmmmm
