revision - testing duties

Hi,
So despite RM and CWU still in talks it appears that in our office the new duties have appeared and i fear we will soon have the opportunity to test them.

I am trying to knock up a doc that lets everyone know how a duty should be tested and what to raise when testing.

Acceleration to and from, no garden skipping, no running, no packets on cars, no using cars, securtity and safety (drivers), household prep built in, i would really appreciate any more that anyone can tell me. I know there must be more but my heads swimming.

Weight on delivery - matrix and max packet weights for delivery type.

Welfare facilities...Make sure you need a toilet stop...its Royal Mails duty of care to its employees to provide one on duty walk :wink: If you need to use the toilet while 15 mins away, so be it....

We shouldt be testing any duties at this moment in line with the national policy. This is the oldest trick in the book put the duties up and ask the staff to ammend them and hey presto they can now implement agreed duties. Dont fool for it tell managment that your not agreeing any savings until we a national agreement on the future. Once there is an agreement you can reopen negotiations on the duties but dont do it before or they will find it easy to implement by executive action.

Ok then thats what il tell them. There is no national agreement so i cannot accept any changes to duties.

Theres just one thing that puzzles me - i ran this past my area rep the other day and he said fine.

Well your area rep is wrong. Why ammend Royal Mail`s proposals when the policy of the CWU is not to agree any savings. I could understand if your area rep was saying slow them down by dragging your hills on issues within the IR framework. But what happens once you have tested the walks abd they may ammend a couple but then you have an agreed set of duties by default.

What happens next when they state that the walks which have now been tested and agreed by the CWU will now be introudced in two weeks without agreement.

We have some duties which are a lot longer del span than most and some a lot less. If we dont agree a suitable test how can we equalise the duties??????

Yes I think there was an LTB but it doesn't really make any difference - because savings measures whether agreed or not will be implemented by EA unless the branch or office is willing to go out on strike - disagreements too are completely ignored - that's if the branch is actually adhering to the instruction on the LTB and going to disagreement - most are just concerned about how it affects them and if it doesn't it's OK. Apparently talks are ongoing about an agreement on a range of things and a new date for further meetings is underway - no rush though, the new ways of working will already be in by the time a meeting is arranged.

Have you got the LTB cause our office has voted for IA if changes are implemented by EA and i think but not sure that our REP said he would start talking about it with them as their were loads of members and quite a bit of noise so not sure? If i misheard then no harm done but i need the LTB to show him to make sure he dont make a mistake in treating with them in the first place if we (the CWU) aint meant to.

I'm sorry I haven't and although I've searched the CWU Website - and I can never find bugger all when I want it - I had no luck - dingo should be able to point you in the right direction because he keeps quoting it.

This is very difficult as staff with really long walks put in o/t or cut off everyday and know how long the short walks take so is p****ing them off. The holders of the short walks say they cant take any more or they will be claiming o/t or cutting off and wont agree to take extra. Management are loving it. Fact is, if all were equalised, all would claim o/t. What is the fairest way to resolve this...I have run out of ideas :arrrghhh

Heard a lot about "national policy,no savings untill we get a national agreement" stuff but never seen the the actual instruction or wordings is it on RMC or can the document be published here please?

Linkin park the policy was agreed in December at the PEC meeting following a Divisonal reps meeting. It was announced in an LTB prior to Christmas and then announced by the DGSP and the Outdoor assistant secretary at a meeting of all branch`s.

All logistics Branchs were called to a meeting where the policy was futher emphaised. Divisonal reps are being asked for a weekly update on where offices are in the framework.

No further LTBs have been sent out but surely they dont need to be all Branchs and divisonal reps know the score no savings should be agreed until we have a national agreement on the future which must include

A committment to protect full time jobs

No compulsory redundancies

An agreement on Royal Mails plans for deliveries including D2D and geo route etc

An agreement on the number of mail centres and the protection of terms and conditions from going to one outward plan. As well as no complusory transfers to delivery offices as well as improvements in MTSF in particular excess fares.

An agreement on Network 2009

Thats why all reps and members should reject savings and unite and fight including industrial action if managment attempt to introudce revisons and savings by executive action. Thats what my divison is doing. Thats what all should do.
