CWU developed a generic aggrement and instructed every branch to try achive it.
Reason CWU want a national sensible aggrement RM dont.
CWU use the tactic of getting local aggrements that are in line with what CWU HQ would agree to with RM HQ.
RML are doing pegasus with or without CWU arera/local aggrements gives us the chance to get some control over it and try and turn it into a standard revision that uses the IR framework.
This in theroy benefits the mbrs. That is the function of the CWU after all is it not?

Xmas OT is not compolsoury so if the call rate goes up your not your worry!!!!!!
The ideas is to set the call rate at a level that will be high enough to accomdate the rest of the year.
All firms duties ae set at 100% call rate 88% is resedential only and the area aggrement allows for higher rate where it can be shown that some postcode areas have more than 88% call rate.

most other postal services, who regonise that every walk, and every day is different, and make allowances for that----
there is no such thing as average.

I totally agree about averaging not being the best method.
In town centre there are 10% of addresees with driveways and in the outskirts it's 90%. On average it may well be 50% (for the sake of argument) but using the value 50% in your calculations would be very wrong for both types of walk.
