USO - Letters come under it - packets don't.

And from a CWU research doc dated October 2004:

The Universal Service

Royal Mail is subject to a Universal Service Obligation (USO) the key requirements of which are to:

 Deliver letters and parcels up to 20kg to all addresses (bar certain limited exceptions as specified by Postcomm) at least once a day.

 Collect mail at least once a day from each ‘access point’.

Royal Mail's licence requires it to make at least one delivery of postal packets every working day. However, under legislation in the form of the Postal Services Act 2000 the definition of working day means that only letters have to be delivered on Saturdays - there is no obligation on Royal Mail to deliver other items on Saturdays.

In addition, Royal Mail is required to deliver universal service items every working day. However, not all items are sent using universal services e.g. whereas a standard packet sent using normal 1st class post is in the universal service, Packetpost items are not in the universal service. Therefore, the delivery of a packet depends on which Royal Mail product has been purchased to send the item.

look in the downloads for packet size for walking men to

So generally, if i spend 36p to send a letter it's next day delivery, thats good. :dance
But if i spend £6.00 to send a parcel then RM can deliver it whenever they please, thats poor

My office has parcels piled high & delivery is very slow because there is just no time & the DUM tries
to cancel overtime every chance he gets.

As iv'e said in the other thread even if it's a packet and posted first class (letter post) then royal fail are obligated to deliver it next day can't see how they can posibly get away with this breach of what is essentialy a contract to deliver the item next day. After all it may have cost someone a considerable amount in postage . Other wise royal fail should have one tariff for packets i for one would be aggrieved if i was waiting for an item that i payed the sender for first class and it was delayed as a result of some manager culling the deliverys to suit his budget shame this can't be pushed out to the national press they'd have a field day with it

please provide link to this can't find anything on there that relates to this however i quite belive the dim dums have be told to interpret it as this to save ot but if you are sold a first class service then you should recive it ! otherwise you are being conned by royal fail and i realy can't see postcon allowing that .
But nothing royal fail does would suprise me even selling a service under false pretences

The sentence i hear everyday at work is a one liner cull the mail only take 1st class, this is used at the weekends.

The 2nd one is if you can't fit all the packets in with your delivery then leave the bulk packets, only take 1st class packets you can get rid of in letter box's,it's more important to get shot of the delivery we can always find someone to do the packets later.

The 2nd statement seems to be the one they are useing at the moment it don't matter how many staff have gone home when they should have been doing packets on bulk as that is part of their duty as long as they can keep picking on the ones that are doing the job as it should be.This seems to be used at times when it suits the managers.

I have learnt that mail with dates and packets with dates will get done in front of anything else as they can get fined for anything over the date limit that is found. We all like the spy crew when they come in and do their bit.

I misunderstood what our job was i thought that we were there to supply a service with all that is entrusted not to pick and choose what we did and i am sure that their was nothing there that said managers could pick and choose what they wanted and could make it up as they went along.

All of the above seem to apply at the moment as the DIM is trying to keep the O/T down so he gets his yearly pat on the back and his over large bonus that boosts his very large ego which matches his over large pay packet.

i just migh e-mail postconn however i can't see if the p.o is selling first class deliverys of larger items then that used to be 'letter post' so surely most be covered by the u.s.o if not the public are being duped into this and royal fail are profiting from something they have no real intention of doing
i did notice that the sections you refer to in the postal act does not mention any difference of 1st 2nd class 'packets'
