when some one gets offerd full time and then turns it down for whatever reason,the next time a full time position becomes available can that person be overlooked

what i mean is a bout amonth a go 3 temp full time positions came up and the manager gave them to 3 people who were doing part time to fulltime hrs,but they were not the senior people,the most senior person for the next full time role wanted 1 but the management AND THE UNION dissagreed with him,they say because he turned it down last time he"s missed out .now to me thats wrong,but thats what union reps are like in our area ,behind the management.
