how many times can office ask for a vote on one particular issue
ie. new del specs times etc
having already rejected rm s proposals twice through union
have heard they want another vote even though nothing in proposals have altered
union rep supports dom on this
when can this be construed as bullying / harassment of members

As many times as it takes untill the majority are happy with whats been proposed i would have thought.You say that your guys have twice rejected managements proposals then your rep or someone else from the membership needs to sit down with management and come up with something new and improved and put it to the members again,all the members should get together and come up with a counter proposal if need be tell the Dom and rep what you want and why you are not happy with whats being offered.You will get there in the end even if it takes a few more votes,the last thing anyone would want is an agreement forced in by management that the membership have rejected,it wont work.

Personnaly i would like to know why, if the proposals haven't changed why there is a need for a 2nd vote.
i would argue for the rep though as they must be struggling to come up with a reasoned argument for their rejection.
I try to steer clear of counter proposals and just try to reject (if that's what is required) managements proposals using the criteria they have outlined as acceptable eg common sense soulutions that are MUTUALY benficial
Objectives
The plan will meet the following agreed objectives:
• To provide the best possible customer service.
• To continue to offer reasonable local earnings levels.
• To improve efficiency and company profitability.
• To create a more flexible working environment where the aspirations of employees and the company can be more easily met.
• To improve the local relationship between Royal Mail and CWU.
• To actively encourage the participation of employees in supporting change.
• Effective workload alignment
• To reduce the use of agency and casual staff.
these and others tend to do the trick.
If they (DOM's) are told to reject plans ( i say this as this has generally been the case in my experiance) cause they dont save enough then the same MUST apply to the criteria above.
