The idea of these is for both sides to have their say,if your managers are refusing you time to speak, then as an office don't go to them, refuse until your manager lets you have your say.
What are they gonna do,conduct the lot of ya!

It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been.

The daily grind of having to argue your case with an intellectual pigmy of a line manager is physically and emotionally draining.

Work Time Learning Listening (WTLL) – Motion 181 Annual Conference 2006
Further to BOB No 19 dated the 2nd June 2006. Reproduced below for the information of Branches/Representatives are the terms of the above motion which was accepted at this year’s Royal Mail Letters Conference.
Motion 181
Conference agrees that Composite 5l carried at Annual Conference 2005 must be pursued as a matter of urgency and branches kept informed of progress.
The Postal Executive is instructed accordingly.
South West No. 1
Note to SOC
Category A
Composite Motion 5 l
(includes Motions 5.79 to 5.80 inclusive)
Conference agrees and notes that no report has been forthcoming on the matter of Work Time Learning Sessions.
Conference therefore agrees that this motion must be pursued with urgency.
The Postal Executive is instructed accordingly.
In view of the above policy Branches/Representatives are invited to submit reports to CWU HQ on how WTL Sessions function in their respective units which should detail the following:
• The views of members in having to participate in WTL Sessions.
• The participation of CWU representatives.
• The subject matter being discussed.
• Any instance where representatives felt management have abused the WTL Sessions in respect of the material they have used i.e. managerial propaganda etc.
• The general views of our members on the value they get from these sessions.
• Any other views or opinions that representatives/members may have that you feel need to be considered.
Reports should be sent to Martin Collins, Assistant Secretary Indoor, CWU 150 The Broadway, Wimbledon, SW19 1RX or email mcollins@cwu.org. The closing date for submissions is Friday 30th June 2006.
All enquiries regarding this paragraph should also be addressed to Martin Collins, Assistant Secretary Indoor, quoting reference number L.700.02
As I see it WTLL isn't just for RM Management to express or impose their views on the workforce, it is a two way process and should involve the input of CWU members and the views expressed by their CWU representatives.

found an old LTB which quoted the following letter - my highlights http://www.cwu.org.uk/members/action.as ... 0&catid=21drb wrote:Could anyone point me to a link or info on WTL&L? I am sure there was an agreement on the CWU getting 5 minutes at the end.Any help would be very much apprecated.
Mr M Collins
Assistant Secretary
INVOLVING AND ENGAGING OUR PEOPLE
Further to your letter of the 9th June 2005 and our meeting on employee communications, I promised to summarise recent business standards issued to managers. I was pleased to confirm that these do not supplant existing arrangements for consulting the CWU and that national agreements in this regard would be maintained.
Royal Mail has introduced these communication standards to ensure people are involved and engaged in the company and able to contribute to its success. These mandatory standards for our managers are listed below:
* Communicate everyday, fact to face with your people
* Talk and listen to people about issues that affect them in a timely and consistent way
* Hold pre-shift huddles with your teams
* Hold weekly Work Time Listening and Learning (WTL) sessions
* Spend your Firstline Fix money
* Continually feedback issues from your people up the line and make sure you get answers to their questions
* Manage the noticeboards in your unit and ensure they are regularly updated and reflect the issues that are important to your team
* Encourage your people to participate in the have your say process, share results and involve your team in developing an action plan to improve the office
* Improve performance by consulting with your team
* Celebrate success however small.
In addition to the standards themselves a couple of handbooks/toolkits have been published and more detailed guidelines for managers to follow have been made available on the intranet (copies of which I gave to you when we met).
I do recognise the point you raised that the CWU is not mentioned by name in any of this documentation but I assure you there is no intention to exclude the union and prevent it from being able to fulfil its role as agreed in the IR framework and elsewhere. I can also confirm that in line with the Work Time Learning Agreement copies of the talkabout packs published centrally will be sent to you. I have made arrangements for that to happen and you will start receiving them direct from my colleagues in the involvement and communications team.
Local managers will not use WTL sessions or pre-shift briefings/huddles as replacement for formal negotiations. Negotiable matters will continue to be progressed via the IR Framework Agreement and you will raise any specific concerns with us on behalf of CWU Representatives.
Communicating and involving our people is vital to our success, but this must not be at the expense of full consultation with the CWU, I hope this allays the concerns you raised.
Yours sincerely
Dale Lang
