Can anyone explain in simple terms what the difference is between summer staffing/lapsing and absorption under phase 3?

As I understand it Summer Lapsing is for a defined period. Phase 3 lapsing is to cover sick and other absences but not for a defined or indefinite period. But basically k979aaa has got it spot on.

Thanks. :Very Happy But I am still confused. As far as I can see there is no end date for absorption so I would say its for an indefinite period. I am asking because as a Rep I get asked, but for the life of me I cant see a difference, as either way your covering for somebody when they are off no matter what the reason. I am looking at putting together a local agreement that ties it down to 2 walks on a Monday and Tuesday with a review during Autumn pressure. And again both phase 2 and phase three fly in the face of each other when you also consider longs and shorts under phase 2 would mean that Monday and Tuesday should be a shorter day, yet are the only viable day to actually absorb anything whilst still working within your contracted hours.

I have got to say that who ever decided to put this to the membership for a vote must have been pissed, its an ill thought out agreement that trips over itself.

Phase 3 lapsing should only be used to cover sickness and leave and within normal working hours. So by definition the walk being lapsed should not be the same week in and week out if it is they all they have done is continued Summer Lapsing.

In the pay and modernisation agreement it states that
New arrangements to cover for one another and develop sensible options to absorb absences, and increased workload, where time exists within normal hours.

If everyone is working for the duration of their paid contracted hours then nothing can be absorbed or collapsed. It is about RM getting staff to work all their hours. In my office there are enough people doing the job properly that there is no opportunity for an of these savings. :Very Happy

In our office the DOM has continued Summer Lapsing ; it is the same walks which are being covered that were covered in the Summer.
His excuse is that we have too many people off sick and he does'nt have enough cover.
But, the walkholders who have signed for these duties are being forced to go spare instead of being on their own walks.
This cannot be right?
I keep telling people that they only have to cover these walks, if they have sufficent time to do them.
I thought that is what Phase 3 was all about; is this right?
I think it is our DOM 'pulling a fast one' and lying to us all thinking that we will carry on and do it like sheep!

You are right from my Blog: which has the full agreement posted http://overpaidunderworked.blogspot.com ... y-and.html
Phase 3 – Transforming the way we work
Both parties are committed to introducing new ways of working throughout the business by April 2008. In order to achieve this there will be a trial in four offices per AGM area covering the following:

*
New arrangements to cover for one another and develop sensible options to absorb absences, and increased workload, where time exists within normal hours
*
To ensure all paid work hours are utilised
*
To creates a working environment where employees, CWU reps and managers feel valued and motivated.

This flexibility could also facilitate arrangements for employees to make their own arrangements to cover and swap duties (subject to approval from their manager) – within contracted hours,

I was under the impression that we absorbed walks in certain summer months and then 'split' docket 50/50 from now on. Pull someone off of IPS to throw the walk off and then arrange for the walk (3 1/2 hour max) to be done by as many as you like for 4 hours docket. RM save 4 hours or 20 hours over the week if need be. And the postie, if he wants, gets some docket.

right or wrong ???

Right for those summer months :Very Happy but under phase 3 outdoor work where possible will be absorbed. So any early finishers may find themselves doing part of a delivery where possible.
