If there was any justice then these former CEOs who earned millions in pay and bonuses and were directly or indirectly involved in the horizon scandal should be expected to pay compensation to those postmasters who lost their jobs and thousands of pounds. That should also include the CEO of Fujitsu at the time, Duncan Tait who left with £2.6 million when he stood down in 2019. Maybe these inquiries are designed to ensure that the government/taxpayer gets some of the money back??
On the face of it, shareholder value is the dumbest idea in the world.

They have been found out. I very much doubt that they will be punished, that would set a precedent, that those who take responsibility and get highly rewarded for it , actually believe that they should be held accountable.
They, due to the huge salary they receive can afford the best representation, that is looked at by other privileged people in similar circumstances and are almost always found not responsible for their actions and directives...
That gets passed down the chain.

There is a lot of truth in this. During the Horizon scandal the Post Office used its legal teams and deep pockets to defend itself against all accusations. It took two decades for those Subpostmasters to receive any justice and as yet no Post Office or Fujitsu execs have been accountable or punished for what happened. Fujitsu still cashes in on government IT contracts and Paula Vennells walked away from the Post Office with a huge payout. The only people who have been punished are normal working people.
On the face of it, shareholder value is the dumbest idea in the world.
