I take it needing leave for surgery is classed as any other absence in the eyes of royal mail?

It depends.
The nature of the complaint may be covered under the Equality Act. Or ....
You could argue that the surgery will allow you to continue performing your duties. The surgery will benefit Royal Mail.
Though I am not sure anyone is interested in those sorts of arguments any more.
The societies of consumption and squandering of material resources are incompatible with the idea of economic growth and a clean planet.
