A MESSAGE TO CWU MEMBERS – STRIKES TO GO AHEAD
We have this morning met with Royal Mail Group. CEO Simon Thompson did not attend the meeting.
We put a further offer to the company yesterday aimed at settling the dispute. Royal Mail have rejected this approach.
They have presented their proposals as a final ‘take it or leave it’ offer and the Postal Executive have just met and unanimously voted to reject their offer.
We will hold a CWU live event tonight at 7:30 pm and we want the whole union online. We will set out exactly why Royal Mail’s offer will destroy our members’ jobs, terms and conditions and the service, as we know it.
This is the most serious situation that has ever faced postal workers. We are facing compulsory redundancies and thousands more job losses than what the company will admit to. It will also result in later starts, total flexibility, Royal Mail being turned into a gig economy employer and the end of Royal Mail as a public service.
Make no mistake; this attack directly impacts every single member, workplace and function in the Royal Mail Group.
The job of all is us is to deliver the biggest ever support for strike action.
We will also hold a session with our Senior Field Officials, Branch Secretaries, Area Reps and equivalents at 5.00 p.m. today on the following link:

The strikes are on why would we call off the strikes to put an offer to you which is totally unacceptable.
The new Royal Mail fell short in so many areas :
1. No back pay and it is still 7% on pay and 2% on a lump sum based on a successful revision.
2.,The CWU had to sign up to all the jobs losses and all the change program some of which we fundamentally disagree with. This includes no disagreement at local level. The offer of no compulsory redundancies is for 5 months.
3. The pay offer is conditional on all the changes listed.
4. Unlimited owner drivers now with a first phase up to 1000 but with no cap who would do Royal Mail larger format 3&4 parcels.
5. Annualised hour trial will include scan in scan out linked to what your paid by payroll
6. Later start time of last delivery 17:00 and closing 4 Royal a mail air hub depots.
7. SSP still on first 3 days of any second or more absence.
8. RRIS which over 30 thousand of members will be removed in three phases meaning these members will lose from £5 to £35 per week. So they will be receiving a pay cut.
9. All larger parcels to the 346 depots will be delivered later with almost immediate effect.
10. Alternative indoor preparation methods with trials which willl conclude by January 2022 which will mean potentially frameless offices and then a review of attendance patterns.
11. The use of new technology to introduce individual performance standards and the words in the draft agreement state key data points that impact business performance will be made more visible and help individuals see how their daily work underpins both unit and unit and company performance. This will provide an opportunity for self initiated improvement whilst making it easier to tailor training and guidance for those falling short of standards set.
12. Technology will be used in conduct cases.

Headlines of the Royal Mail Group Offer – MAKE SURE YOU READ THE FULL 7 PAGES
Offer is conditional on the CWU withdrawing all Industrial Action and balloting our members on the offer, which if rejected (absolutely the likely outcome) would not re-ballot their members for Industrial Action on Pay or Change matters, plus no further ballots for Industrial Action linked to proposed headcount reductions or the VR terms.
Everything proposed by RM in section 2 of the agreement will be subjected to a separate agreement to be agreed by Friday 9th December covering the specific detail, however until that is achieved all of the pay proposals are conditional on that agreement being signed, so absolutely nothing on offer factually!
All changes set out in the proposed agreement is agreed that the CWU locally or nationally will not raise any complaints under the IR Framework or Dispute Resolution Process.
• Some units have been proposed with over 30% reduction in headcount proposals therefore the guarantee of no compulsory redundancies after 31st March 2023 is real as stated it will be a consideration!
• Lump sum payments of £500 subject to a local revision and implementation of local change still yet to be defined, so no idea whether that will even be achieved.
• Sunday premium removed for all OPG grades phase over a period of time to April 2026, with no buyout, so for existing OPGs who work Sunday as conditioned hours a pay cut for each of the next 3 years.
• OT and S/A rates to follow the same principles of being reduced over a phased period and completed by 1st December 2025, so Monday to Sunday O/T and S/A is the same rate of pay.
• Sunday resourcing still subjected to threats of an alternative resourcing arrangement
• Seasonal hours employees to be told what those hours are.
• Scan in/Scan out information to be linked to payroll and rolled out nationally.
• Flexitime in Delivery to be trialled and then introduced to work alongside Yearly Flexible Hours, employees will be required to make up time on days as required by Royal Mail, in the event employees owed time to be agreed by management.
• Over the next 3 years unless locally able to progress sooner, last letter delivery time of 17:00
• RRIS payment frozen in 2023/24, removed over 3 equal steps in April 24, April 25 and April 26, i.e. pay cuts for employees in those years.
Section 3 agreement now for 346 hubs delivering all large format 3/4 parcels for the whole delivery estate and where a lack of resource or volunteers to transfer, alternative resourcing arrangements will be introduced.
Delivery trials linked to frameless offices and implantation from and after January 2023.
RM will consult CWU on the wide range of duty options already in existence to ensure loss of indoor work means outdoor spans are manageable and compatible with productivity targets.
Data and Technology used manage both team and individual performance along with use in individual conduct cases. Likewise the data will be used of self-initiated improvement for those falling shot of standards set.

Reading the full text of the offer, it read likes a surrender offer, give up all your hard earned terms and conditions for a pittance, the agenda is clear to reduce us to the level of a gig economy business model and a compliant workforce without union protection.
There is no interest in meeting the workforce halfway, a Victorian boss would find it very familiar.
