Universal Service reform - How would our proposals work in practice?




Each address in the UK would be assigned to, let's say, an A or a B geography.

In week one we would deliver what we would call an old product route. So that route would contain all of our slower moving letter traffic and our 1C letter traffic and small Parcels.

For example, in week one that would be delivered Monday, Wednesday and Friday, and Geography B would be delivered on a Tuesday and a Thursday, that alternates on a fortnightly basis so every address in the UK would receive a footwalk or a core walk five times in a fortnight effectively.

That means that all letter traffic including 1C, goes out on that all product walk and that helps to create the density and the call rate that we talked about. It's only on the alternate day when we don't have the footwalk that the 1C letters would go with the parcels in in the van.

The one exception to that is Saturday, of course, where we wouldn't have footwalks operating as we do today. All of our coverage on a Saturday would be 1C parcels, because that's something that came out really clearly from a customer point of view. It's something they need as part of this proposal. So on a Saturday, it would all be vehicle routes, whether it would be EV's or electric vehicles or vans.

And so we wouldn't have the walks happening on the Saturday but Monday to Friday on a rotating basis, those all product locks would take all letters, all flats and all small packets as we would do today. It's only the alternate day with the vehicle involved.

Still can't say i understand what RM are looking to bring in but it looks like massive changes to the way delivery currently works.

Ok cowboy. Sounds good on paper in offices but in DOs it’s gonna fall apart. The union will probably roll out the red carpet for this rather than trying to get something in return.

As above it probably sounds good on paper but as we all know there's no way in a million years they could successfully implement it, especially planning duties that can be comfortably completed.

Would it be a stupid thought that they're doing their usual asking for something ridiculous when they really want a simpler end result like committing to only 1c mail on Saturday which would still satisfy the USO like this does.

5 foot deliveries per fortnight is already the level of "service" experienced by large areas of the town I work in, and has been for quite some time.

You would need full office revisions and repicks too. Most duties are unachievable now with the current letter traffic add In an extra days worth and then you are totally screwed. One thing is guaranteed we will be working much harder than we are working now.

If Delivery 2.0 gets brought in, I don't think you'll have any duties in DOs. Think it'll just be all PT start and finish at a set time and all FT start and finish at their own set time

It would be simpler to just stick to what is currently happening in some offices with some tweaks. 2 walks, one walk is fully done each day. The other has the first class and parcels done. Oversized would need doing by dedicated drivers as the above wouldn't be possible on some duties.

What are these small parcels they they speak of? who will be doing all the medium and very large stuff? I guess in the real world we will still be doing all packets, but they haven't really gone into this.

Can you imagine it?! It fails as soon as someone rings in sick, or someone is given a rural round they’ve never done before and has to be done on time, or one of the wagons already arriving later due to the dispatch times is delayed due to traffic and people don’t want to work over.

Not to mention the wasted time going through everything picking out what you are taking. Having to look at every single item to see if it’s 1st class or not. It’s already a huge mess when you have a bulk mailing for every address and are told to prep them all and take where you are going. Now doing the same but examining each item of mail will lead to so much wasted time. And that’s assuming they don’t consider (again!) bringing in the ridiculous bench merging.
