Wilful Delay of mail and potential fraud

Good afternoon all,

So proud of almost everyone sticking together.

So I’ve been watching old rmtv videos and found several which state that we are not allowed to prioritise any item of mail over another. This can be classed as wilful delay of mail and/or gross misconduct.

The reason I raise this, is that everyday managers are telling us to prioritise commercial products, such as tracked 24/48, special delivers and ad hoc customer collections over regulated mail (1st class, 2nd class, DSA)
I believe this isn’t compliant with the USO.

On every tv or newspaper interview, representatives of Royal Mail say that parcels are not prioritised over letters, we all know this is a lie but I believe the reason they say this is because it would be a sackable offence to do this.

So I found some information out and I believe any time this happens, it should be reported to the chief compliance officer for Royal Mail.

The most up to date I could find was Daniel Silver, his email address is daniel.silver@royalmail.com

There is a 2nd email of the person in charge of dealing with access mail, as we know a large proportion of our mail is DSA and this should be treated as 1st class mail. His E mail is stephen.agar@royalmail.com

So any time your manager tells you to prioritise certain mail over others, then you have a duty of care to contact each of these people.

This goes on so regularly that it has become normal, however it is a very serious offence which managers are committing daily and I’m sure most will agree it needs to stop.

If anyone has any experiences of dealing with this would be great to hear.

Well there's no way everything is getting delivered. Something has to be prioritised. So you can't really blame RM / managers for prioritising premium products, can you?

Of course it's massive USO failures, daily, but that's RMs problem.

I have written about this subject many times, in my experience contacting anyone with an @royalmail.com address is a futile exercise.

In the past I contacted senior managers, compliance officers, directors (both local and national), chief executives, and whistleblowing in reporting a variety of issues and not once was any action ever taken. The term 'in confidence' is an extremely loose term, because the local managers quickly find out what has been reported, and by whom.

I can guarantee that in the current climate Royal Mail management will not be taking any meaningful action against anyone on any issue which is reported to them, whether you have evidence of malpractice or not.

They are not in the business of 'shopping their own'. It is a firmly closed shop, now more than ever.

Ofcom are fully aware of the situation with deliberate systematic USO failures but are seemingly happy for this to continue.

There needs to be a transparent government enquiry from top to bottom into the way Royal Mail is operating.

I've written to Jonathon Reynolds (Shadow Minister for Business etc.) in the light of his letter to Grant Shapps, and will probably forward the message on to my local MP as well. That said, I've not had much useful response from MPs on previous issues I've raised, so I've got little optimism with this. And my local MP is a Tory, so that probably makes them useless in a matter like this.

There is no such offence as willful delay in Royal Mail

It is either excused or unexcused delay

Thanks for everyone trying. Have contacted a couple of DSA companies to advise them, I’m sure Royal Mail will be in breach of contract! Maybe the only way to hit them at the top is in the pocket!

Above and beyond but you stay safe ie VPN and a cloned email account go along way.

The same DSA companies who send mail to Leeds instead of Cardiff (for example) to be processed and don't ever get charged for it.
