Because the whole infrastructure is the same as when we were delivering letters at their peak, largely. But we've added to it I don't know how many parcels in that time, so the whole infrastructure is outdated and not fit for purpose. That's basically the debate that's has been going on for the last 10 years between the union and company.

I'm not so sure about that theory regarding letters, the reason they haven't been delivered "on time" is that they've been persistently stood down whilst parcels were prioritised, I
don't doubt the infrastructure probably is outdated but it has changed a lot they've spent a fortune on building parcel super hubs plus installing parcel sorting machines in some mail centres.
