That isn't guesswork because they told us implicitly and even gave us a breakdown of the effect on every office which was actually far worse than the agreement proposes.
Changes were coming and change without agreement is always historically much worse.

No voters are literally drowning out everyone else with their moaning. As someone who got their ballot slip the day the result was announced I am neither a yes nor no voter, but I do think that the changes were happening regardless of the vote, and if you think a no vote would have stopped it you haven't been paying attention for the past decade.
